“Almighty God, heavenly Father, our Lord Jesus Christ, we thank You for blessing our country with freedom, prosperity, and safety from our enemies. We thank You for blessing our state with beauty in the creation we see around us, with economic prosperity and strong spiritual influence in our communities, we don’t take these blessings for granted. We understand that these are from You, we’ve been entrusted with a beautiful gift, the opportunity to govern the best country in the world. Father, I pray for the men and women in this room who shoulder this responsibility. I pray that they will set aside vain ambition, conceit, pride, and dissension. I pray they will look for direction outside of their personal agendas, but instead find guidance first from You, almighty God, and then their communities that elected them. We pray that Your Holy Spirit may lead this body in a direction that honors You. For Father, hallowed be Your name. We pray this all for Your glory and praise. In Jesus name, I pray amen.”

A resolution to declare November 12, 2013, as Mobility Awareness Day in the state of Michigan.

Whereas, Millions of people in the United States experience mobility challenges due to injury or illness; and

Whereas, Six million veterans suffer from mobility challenges; and

Whereas, A majority of these individuals unfortunately report that inadequate transportation and mobility options are a major problem in their daily lives; and

Whereas, Many people in the United States overcome mobility struggles on a daily basis; and

Whereas, People with disabilities can live an active mobile lifestyle; and

Whereas, Mobility benefits are available to veterans, the elderly, and individuals with disabilities; and

Whereas, Overcoming mobility struggles can be life changing for individuals who suffer from mobility hindering disabilities; and

Whereas, It is recognized that quality of life for those living with a disability is improved with full participation and access to community activities; and

Whereas, Increased public awareness can help people in the United States experiencing mobility challenges; now, therefore, be it

House Resolution No. 267.

A resolution to declare November 2013 as Reflex Sympathetic Dystrophy and Complex Regional Pain Syndrome Month in the state of Michigan.

Whereas, Reflex Sympathetic Dystrophy Syndrome (RSDS), also known as Complex Regional Pain Syndrome (CRPS), is a debilitating and progressively chronic condition characterized by severe burning pain, pathological changes in bone and skin, excessive sweating, tissue swelling, and extreme sensitivity to touch; and

Whereas, While RSDS is thought to be a nerve disorder that generally occurs at the site of a minor or major trauma injury, it may also occur without an apparent injury to the afflicted person; and

Whereas, While the causes of RSDS are unknown, the syndrome is thought to be the result of a malfunction of the sympathetic nervous system. RSDS is often misdiagnosed because this condition is either unknown or is poorly understood. The disorder is unique in that it simultaneously affects the nerves, skin, muscles, blood vessels, and bones; and

Whereas, The prognosis for patients suffering from RSDS is generally much better when the condition is identified and treated as early as possible, ideally within three months of the onset of the first symptoms; and

Whereas, If treatment is delayed, the disorder can quickly lead to changes in bone and muscle and may become irreversible, resulting in limited mobility, atrophy of the muscles, and eventual disability and unemployment of patients; and

Whereas, A delay in diagnosis or treatment for this syndrome can result in severe physical and physiological problems, and early recognition and prompt treatment of RSDS provide the greatest opportunity for recovery; and

Whereas, RSDS has been described as the most painful syndrome or disease, scoring highest on the McGill pain scale (42), above such events as amputation of a digit and childbirth; and

Whereas, It is estimated that more than 400,000 Americans suffer from CRPS today; and

Whereas, It is in the best interest of the state to educate both individuals and medical professionals regarding this debilitative disease and to promote research to accurately identify, diagnose, and treat this disease; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 2013 as Reflex Sympathetic Dystrophy and Complex Regional Pain Syndrome Month in the state of Michigan. We encourage increased awareness of RSDS/CRPS throughout November 2013 to help combat this painful disease.

House Resolution No. 268.

A resolution to declare November 2013 as Alzheimer’s Awareness Month in the state of Michigan.

Whereas, The people of Michigan appreciate the benefits of a long healthy life. One of the most serious health concerns facing many Michiganders and Americans is the increasing incidence of Alzheimer’s Disease, a slow, progressive disorder of the brain that results in loss of memory and other cognitive functions and eventually death; and

Whereas, Alzheimer’s Disease affects one in eight elderly people in the United States; and

Whereas, November is National Alzheimer’s Disease Awareness Month and we support this observance which focuses attention on a critical health issue that affects approximately five million Americans and is the sixth leading cause of death in the United States; and

Whereas, More than 180,000 people in Michigan were diagnosed with Alzheimer’s in 2012. That number is expected to increase to 190,000 by 2025; and

Whereas, The onset of Alzheimer’s Disease is generally later in life and there are social stigmas and misconceptions associated with the disease as well as little information about its causes; and

Whereas, Recent advancements in scientific research have led to improvements in medical treatment for individuals with Alzheimer’s Disease and have demonstrated the benefits of early access to counseling and support services; and

Whereas, Alzheimer’s Disease will cost the United States an estimated $203 billion in 2013; and

Whereas, Alzheimer’s Disease takes a toll not only on those who are afflicted with it, but also on those who care for them. It is vital that researchers continue to seek a cure, that the general public be educated about the disease and that treatments and programs be available that can assist those who suffer from Alzheimer’s disease and their families; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 2013 as Alzheimer’s Awareness Month in the state of Michigan. We urge all citizens to become better educated about the disease and its impact on patients and families.

A resolution to declare December 9-15, 2013, as Computer Science Education Week in the state of Michigan.

Whereas, The state of Michigan is committed to educating its citizens about computer science, a subject that is transforming how people interact with each other and the world around them; and

Whereas, National Computer Science Education Week will bolster the knowledge that students, teachers, parents, and the general public have about this burgeoning industry and give interest to future generations who will adapt to this change in our society; and

Whereas, An estimated 1.4 million computing-related jobs will be available by the year 2020 according to the United States Department of Labor; and

Whereas, The information technology sector is uniquely positioned to help with economic recovery through the research and development of new innovations; and

Whereas, Giving students the opportunity to participate in computer science activities generates an interest in technology and provides them with critical thinking skills that will serve them throughout their lives; and

Whereas, With a changing job market primarily shifting to jobs with skills necessary in science, technology, engineering, and mathematics, students deserve thorough preparation in order to stay ahead of the curve in the coming years; and

Whereas, Computer science education has challenges to address, including counting computer science classes towards high school graduation requirements and providing professional development for computer science teachers; and

Whereas, The field of computer science has significant equity barriers to address, including attracting more participation by females and underrepresented minorities to all levels and branches; and

Whereas, Declaring the week of December 9-15, 2013, Computer Science Education Week will honor the birthday of trailblazer Grace Murray Hopper, who was one of the first females in the field of computer science and a pioneer in computer system standards; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare December 9-15, 2013, as Computer Science Education Week in the state of Michigan. We encourage schools, educators, parents, and policy makers to support this event by enabling their students to participate in the Hour of Code; and be it further

Resolved, That we support schools, teachers, researchers, universities, business leaders, and policymakers as they identify mechanisms to receive cutting edge professional development to provide sustainable learning experiences in computer science at all educational levels and encourage students to be exposed to computer science concepts; and be it further

Resolved, That we encourage policymakers to remove barriers that prevent computer science classes from being counted as math or science credits toward graduation requirements; and be it further

Resolved, That we encourage increased opportunities, including through existing programs, for females and underrepresented minorities in computer science.

I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of voting counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect. I object to this practice and I object to the erroneous assertions printed in the House Journal that suggest an authentic counting of votes occurred on the House floor.
