“Loving God,
We come to You this day asking for Your blessing and Your help as we are gathered together as lawmakers. We pray for Your guidance in the matters at hand and ask that You would clearly show us how to conduct our work with a spirit of joy and enthusiasm. Help us to put the people we serve first and foremost. May You always remind us that it is Your will that we seek not our own.
For You sent Your Son Jesus into the world so that we could experience Abundant life (John 10:10). Help us to work together in a spirit of cooperation so that we can experience that abundant life as Your sons and daughters.
May You bless the good people of this wonderful state in a special way so that our lives will always give You praise for You are always good to us.

Motions and Resolutions
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 306.
A resolution of tribute offered as a memorial for Gino H. Polidori, former member of the House of Representatives.
Whereas, The members of this legislative body were deeply saddened to learn of the passing of Gino Polidori. For six years, he represented the people of Dearborn in this chamber. A genuine, generous, and caring leader, he worked hard to improve life in his community and the entire state of Michigan; and
Whereas, Born and raised in Dearborn, Gino Polidori dedicated his entire life to serving the community that he loved. Upon graduating from Fordson High School, he began his career with the city of Dearborn in the Recreation Department. After serving in the U.S. Army during the Vietnam War from 1964 to 1966, he joined the city’s fire department. Six years later, he would be appointed fire chief; and
Whereas, For the next 23 years, Gino Polidori would be a leader in Michigan’s public safety community, serving at different times as president of the Michigan Fire Chiefs Association, the Southeastern Michigan Fire Chiefs Association, and the Western Wayne County Mutual Aid Pact Association. At the state level, he was appointed by the governor to the State Emergency Planning and Community Right to Know Commission, and he also served on the state’s Underground Storage Tanks Committee. At the same time, he helped establish a bachelor’s degree program for firefighters at Wayne State University and would be the program’s first graduate. He retired as fire chief in 1996 and continued his leadership in Dearborn as a member of the city council for the next eight years; and
Whereas, In 2004, Gino Polidori was elected to represent the residents of Dearborn in the Michigan House of Representatives. He chaired the Committee on Military and Veterans Affairs and Homeland Security and served as a member of committees dealing with a variety of issues related to education, insurance, government operations, families, and retirement. A sponsor of many public acts that improved life in our state, he will likely be most remembered for his efforts to ensure children in foster care are placed with relatives or people of the same religion and to ensure that veterans who died without resources, friends, or family would receive a proper burial; and
Whereas, Only four years after completing his time with this legislative body, we now mourn Gino Polidori’s passing. The community of Dearborn and the state of Michigan have lost one of their leaders, but his legacy will remain for years to come; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Gino H. Polidori, a member of this legislative body from 2005 to 2010; and be it further
Resolved, That copies of this resolution be transmitted to the Polidori family as evidence of our lasting esteem for his memory.

House Resolution No. 307.
A resolution to declare February 20, 2014, as Conductive Education Day in the state of Michigan.
Whereas, Conductive education (CE) was developed over sixty years ago in Hungary by Dr. András Petö; and
Whereas, CE is a unique teaching system that maximizes the independence and mobility of children and adults with neuromotor disabilities, such as stroke survivors and those with cerebral palsy, multiple sclerosis, acquired brain injuries, Parkinson’s disease, and spina bifida; and
Whereas, CE operates from a core belief in neuroplasticity, the lifelong ability of the brain to reorganize neural pathways based on new experiences, and on the premise that no matter how severe the disability, people can learn and improve when they are motivated; and
Whereas, CE has the potential to make a significant, life-changing impact on the mobility and independence of close to 9 million people in the United States and Canada; and
Whereas, CE helps individuals learn their way to independence; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare February 20, 2014, as Conductive Education Day in the state of Michigan. We encourage support for this important program that increases the independence of people with disabilities in our community; and be it further
Resolved, That a copy of this resolution be transmitted to the Association for Conductive Education in North America with our highest esteem.

A bill to amend 1948 (1st Ex Sess) PA 31, entitled “An act to provide for the incorporation of authorities to acquire, furnish, equip, own, improve, enlarge, operate, and maintain buildings, automobile parking lots or structures, transit-oriented developments, transit-oriented facilities, recreational facilities, stadiums, and the necessary site or sites therefor, together with appurtenant properties and facilities necessary or convenient for the effective use thereof, for the use of any county, city, village, or township, or for the use of any combination of 2 or more counties, cities, villages, or townships, or for the use of any school district and any city, village, or township wholly or partially within the district’s boundaries, or for the use of any school district and any combination of 2 or more cities, villages, or townships wholly or partially within the district’s boundaries, or for the use of any intermediate school district and any constituent school district or any city, village, or township, wholly or partially within the intermediate school district’s boundaries; to provide for compensation of authority commissioners; to permit transfers of property to authorities; to authorize the execution of contracts, leases, and subleases pertaining to authority property and the use of authority property; to authorize incorporating units to impose taxes without limitation as to rate or amount and to pledge their full faith and credit for the payment of contract of lease obligations in anticipation of which bonds are issued by an authority; to provide for the issuance of bonds by such authorities; to validate action taken and bonds issued; to provide other powers, rights, and duties of authorities and incorporating units, including those for the disposal of authority property; and to prescribe penalties and provide remedies,” by amending section 11 (MCL 123.961), as amended by 2008 PA 452.
