Pastor Phil Whetstone, Pastor of Colonial Woods Missionary Church in Port Huron, offered the following invocation:

“Heavenly Father

We thank You for the privilege of gathering here in this place today for the purpose of caring for the leadership, needs and future of our great state. I thank You for these men and women who are willing to serve….to accept the mantle of leadership… I pray that You would have Your WAY in this session today.

I pray that Your presence would be here, and that You would give leadership and direction. The book of James speaks of the fallacy of trying to plan for the future without giving consideration to You, Your principles and priorities. So Lord, we pause as we begin this day…and we acknowledge You. You are God…we are not. You are eternal…we are not. You have full understanding of the future…we do not.

So we ask for You to give us a collective wisdom as a body of decision makers that we could never have on our own. We could never be fast enough, smart enough, intelligent or all-knowing enough to see the ramifications of every decision made here… so we pray that You would guide each of our decisions.

I pray Lord, also, that we would model the attitude of Christ in our dealings with each other and in our decisions. You’ve called us as leaders to place the needs of the Body…the State…above our own needs. You’ve indicated that true love is selfless…so I pray that we would model Your servant-hood and selflessness…as we discuss hard items…and make collective decisions for our State.

Father…I want to pray for each of these representatives …and their families. Many have families…and this time away means that they are removed from those relationships as well. I pray that You would put a hedge around marriages represented here. Many have children and grandchildren… they are our future and we pray that You would put a hedge around them as well. Many here today are carrying needs… and concerns…and those don’t go away simply because we are leaders…. So Lord I pray that You would provide powerfully…

And finally Lord…You’ve indicated in Your word that You love to bless and honor those who honor You. So I pray… that Lord….as we honor You, Your principles and word here today…would You bless this state that we love…this body of legislatures and our great country.

We thank You Lord… It’s in Jesus name I pray…

House Resolution No. 365.

A resolution to declare May 16, 2014, as Hereditary Angioedema Awareness Day in the state of Michigan.

Whereas, Hereditary Angioedema (HAE) is a rare and potentially life-threatening genetic disease, affecting between 1 in 10,000 and 1 in 50,000 people, leading to patients being undiagnosed or misdiagnosed for many years; and

Whereas, HAE is characterized by symptoms including episodes of edema or swelling in various body parts including the hands, feet, gastrointestinal tract, face, and airway; and

Whereas, Patients often experience swelling in the intestinal wall, causing bouts of excruciating abdominal pain, nausea, and vomiting, and swelling of the airway, which can lead to death by asphyxiation; and

Whereas, A defect in the gene that controls the C1-inhibitor blood protein causes production of either inadequate or non-functioning C1-inhibitor protein, leading to an inability to regulate complex biochemical interactions of blood based systems involved in disease fighting, inflammatory response, and coagulation; and

Whereas, HAE is an autosomal dominant disease and 75 percent of patients with the disease inherited the defective gene from a parent, while the other 25 percent developed a spontaneous mutation of the C1-inhibitor gene at conception; and

Whereas, HAE patients often experience their first HAE attack during childhood or adolescence and continue to suffer from subsequent attacks for the duration of their lives; and

Whereas, HAE attacks can be triggered by infections, minor injuries or dental procedures, emotional or mental stress, and certain hormonal or blood medications; and

Whereas, The onset or duration of an HAE attack can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and

Whereas, There is a significant need for increased and normalized medical professional education regarding HAE; and

Whereas, There is also a significant need for further research on HAE to improve diagnosis and treatment options for patients; and

Whereas, The purpose of Hereditary Angioedema Awareness Day is to raise awareness of HAE among the general public and medical community in order to create an environment in which there is better care, earlier and more accurate diagnosis and knowledge in order that HAE patients can lead a healthy life, and

Whereas, We join with the many individuals who are afflicted by this disorder and support increased awareness of HAE by physicians and the public; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 16, 2014, as Hereditary Angioedema Awareness Day in the state of Michigan.

THIS RESOLUTION IS OFFERED TO COMPLY WITH THE PROVISIONS OF ARTICLE 4, SECTION 53 OF THE CONSTITUTION OF THE STATE OF MICHIGAN OF 1963.

A concurrent resolution to appoint Doug A. Ringler, C.P.A., C.I.A., as Auditor General.

Whereas, Article 4, Section 53 of the Constitution of the State of Michigan of 1963 requires the legislature by a majority vote of the members elected to and serving in each house to appoint an auditor general, who shall be a certified public accountant licensed to practice in this state to serve for a term of eight years; and

Whereas, Under the provisions of Article 4, Section 53, the Auditor General of the state of Michigan shall conduct post audits of financial transactions and accounts of the state and of all branches, departments, offices, boards, commissions, agencies, authorities, and institutions established by the state constitution or by law, and performance post audits; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That the members of the Michigan Legislature, pursuant to Article 4, Section 53 of the Constitution of the State of Michigan of 1963, hereby appoint Doug A. Ringler, C.P.A., C.I.A., as Auditor General of the state of Michigan, to serve for a term of eight years, effective June 9, 2014.
