In this Memorial Day service 2013, we lift our hearts in prayer to You, our omnipotent Creator and Heavenly Father, who imagined us, brought us into conscious being, and loves us more deeply than we can know. Hear our petitions this day, we pray; those we make together and those we express individually in the quietness of our hearts.
We remember with sorrow and respect the courageous men and women of our country who sacrificed their lives in opposition to tyranny and evil so that we might be free. Give them rest for their souls. We pray as well for those they left behind to mourn their absence—parents, spouses, children, siblings, extended family and friends. Bring comfort to them, we pray, and the peace that surpasses understanding. Hold them gently and securely in Your arms of grace.
We pray as well for all those men and women who suffer debilitating wounds from their service to our country. Be their great physician. Give them relief from pain and anxiety. Fill their hearts with renewed hope, courage, and vitality. Remember, too, their loved ones who care for them. Give them strength, patience, wisdom, and love day by day to carry on.
We also remember in prayer today the men and women in uniform who presently protect our country. Keep them vigilant, strong, and safe. Protect them from all evil, and watch over as well their families and loved ones who worry over them and also serve.
Finally, we pray for all of those called to positions of leadership in our state and country. Give them an extra measure of understanding and insight, and help them to weigh each issue that calls for their attention with calmness of mind. Equip them to make each decision wisely, so that we may be led in the paths of peace.
We make our prayers with assurance that He who created the ear hears us and, with conviction, that the God who is love will fulfill His promises, so that one day the old order of things will give way to the new heaven and the new earth; when He will wipe away every tear from our eyes; and there will be no more death or mourning or crying or pain. Amen.
The President, Lieutenant Governor Calley, led the members of the Senate in recital of the Pledge of Allegiance.

The Senate was called to order by the President, Lieutenant Governor Calley.
During the recess, Senator Pappageorge presented the 19th Annual Memorial Day Ceremony in honor of the military personnel who served during wartime. The ceremony was accompanied by the VFW District 5 - Macomb and Oakland Counties, Department of Michigan Color Guard, Kalamazoo Pipe Band, Michigan Army National Guard, and VFW Post Commanders.
Senator Pappageorge introduced Representatives Kenneth Kurtz, Edward McBroom, Earl Poleski, Al Pscholka, and Mike Shirkey, who sang the “National Anthem.”
Senator Pappageorge recognized a Gold Star mother, Andalora Smith, and her grandson Thomas Smith who presented a poem written by Specialist Thomas Smith while in Vietnam.
Senator Pappageorge introduced Staff Sergeant Travis Mills, United States Army and Wounded Warrior, who addressed the Senate.
Senator Anderson conducted a roll call of Michigan fallen soldiers since the 2012 Memorial Day Ceremony.
Senators Ananich, Bieda, Gregory, Hildenbrand, Hune, Jones, Marleau, Schuitmaker, and Walker acknowledged the causalities with memorial flags for the fallen soldiers who resided in their districts.
A moment of silence was observed in memory of the fallen soldiers.
Staff Sergeant Laars C. Helenius, Michigan National Guard, played “Taps.”
The Kalamazoo Pipe Band played “Amazing Grace.”
During the recess, Senator Young entered the Senate Chamber.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending sections 10, 11, and 11f (MCL 247.660, 247.661, and 247.661f), section 10 as amended by 2007 PA 210, section 11 as amended by 2002 PA 639, and section 11f as amended by 2008 PA 73.

Senator Jansen’s statement is as follows:
In the east Gallery is our chaplain who prayed this morning, Chaplain Colonel Galen H. Meyer, U.S. Army (Ret.), and I want to give you a little bit of his background for a couple of reasons. No. 1, he spent 32 years of commissioned service as a military chaplain. He was first commissioned as a Navy chaplain in 1966 and assigned to the Marine Corps as a combat chaplain with the Marines in Vietnam in ’67 and ’68.
After eight years with the Navy, he transferred to the Army where he served as a chaplain another 24 years with the Army Reserves in Army hospitals around the country and also with the logistical command in Germany. From 1995 through 1996, he was mobilized again for the operation to bring peace to Bosnia.
He retired from the Army in 1998, and as a civilian, he was a teacher at a small little high school called South Christian. He did that for 35 years, where he taught folks like me, and he taught English and religion. I must brag about him. He was one of those teachers who when some of us weren’t always the best students, he was a teacher who helped you learn in a way that nobody else did. For instance, in his class, he had a barber chair that was back from the ’40s or ’20s or ’30s. He would do chapels every week, and in our era, he would talk about tread and retread and quite a few stories—relating to us as kids in high school.
He served three years as the editor of what’s called “The Banner.” If you’re a Christian Reformed person, you know what that is. That’s our weekly newspaper that tells us everything that is going on in the Christian Reformed Church. He is also a retired pastor from the Christian Reformed denomination. He is here today with his wife Thelma, and they are on their way to Ohio. He was gracious enough to squeeze us in today.
One last thing: They had a beautiful daughter who was also a teacher at South Christian, and she passed away this past January with cancer. Last night at our graduation for my son, they talked about her. They are just a fabulous family. They love our community, and we love them. I want to thank them and him and their family for their service to our community and to our country.
Senator Caswell’s statement is as follows:
I just wanted to say a couple words today about a gentleman I have working in my office, Jeff Cassidy, who has been on six tours of duty overseas. It’s a privilege and an honor to have him.
I’ve heard a lot of good things today—a lot of good words, all that were very much needed—but I would urge each of us in this chamber to remember that what has been given to us requires us not just to say the right things, but to live in our heart the right things. We can fool man with our lips, but we can’t fool God with our heart. What these individuals, these servicemen and women, have done for us requires us to live our lives in a way from the heart that brings honor to them and all that they’ve done for us.
Senator Anderson’s statement is as follows:
I would like to ask those members who are present with us to join me in welcoming two good friends of mine from Westland. Bill and Joy Acton are with me today. Bill is the commander of American Legion Post 251 in Westland, and Joy, his right arm, is very active with the auxiliary. She has supported him along the way, everything that he has done. They do everything together, and they just recently celebrated their 58th anniversary together.
If everyone would join me in saying hello to them and welcoming them to the Senate.
