We ask You, O God, to be merciful unto us who are just sinners saved by Your matchless grace. Guiding, keep us and make us what You would have us be in Jesus’ name. We ask You, heavenly Father, to bless the proceedings of today. Bless us as we try to do the work that Your people of the state of Michigan have assigned these people to do. Grant us peace; grant us joy; grant us understanding. Let us know that Thou art the Christ, the Son of living God, and no one can enter into Thy kingdom except we come by Thee.

Senator Hansen’s statement is as follows:
Senate Bill No. 642 is a technical clean-up issue from earlier this year regarding the Blue Cross Blue Shield of Michigan restructuring as a mutual nonprofit insurer. Essentially, my bill would continue directing the proceeds from unclaimed property held by Blue Cross and be credited to the Senior Respite Care Fund.
The Senior Respite Care Fund distributes escheated funds to Area Agencies on Aging across the state. The fund allows family caregivers a break in their caregiving responsibilities, often extending the family’s ability to provide care and avoiding nursing home admission. Consequently, Senate Bill No. 642 ensures that these funds will continue to support the great work of our Area Agencies on Aging in Michigan.

Senate Bill No. 671 is intended to ease the transition of our veterans into civilian occupations. It would waive the initial fees for more than twenty occupational licenses. This would not be an ongoing benefit, but a one-time thank you to Michigan’s veterans. These servicemen and women showed dedication and commitment to our nation. I think it’s important that we show dedication to them in helping them transition. I encourage my colleagues to support this legislation.

Protest
Senator Whitmer, under her constitutional right of protest (Art. 4, Sec. 18), protested against the passage of Senate Bill No. 509 and moved that the statement she made during the discussion of the bill be printed as her reasons for voting “no.”
The motion prevailed.
Senator Whitmer’s statement is as follows:
Sometimes there are issues that we address here in this chamber that leave people scratching their heads, and I think that this might be one of those. I question the logic and whether or not we’re being conservative fiscally and showing responsible governance by moving forward. I know that this is a bill simply to change the name of who has the authority to move forward on the Farnum Building, but I do question some of the decisions that appear to have already been made.
I am not going to be supporting the bill. My hope is that the people whose jobs could be impacted by this are protected, that there is a request for proposal, and that it follows the rules of transparency and ethics. With this bill, we’re abdicating our ability to ensure that. So it is my hope that happens as it moves forward, and for those reasons I will be a “no” vote.

Senator Meekhof moved that the Senate recess subject to the call of the Chair.
The motion prevailed, the time being 10:24 a.m.
