Most Reverend Earl Boyea of the Catholic Diocese of Lansing offered the following invocation:

Father in heaven, let us know the joy of being people for others. Let not self-concerns or self-focus be our aim. Rather, may the other—the poor, the immigrant, the parentless child, the homeless—let the other be the beneficiary of our gaze.

We look forward to celebrating the birth of Jesus, who was clearly one of us and yet, in may ways, a stranger in our midst. May He continue to teach our hearts so that we will go out of ourselves, be attentive to those in need, and desire, seek, and protect the good of others.

So, heavenly Father, give us in this Legislature a deep desire to change the world, to transmit true values, and to leave this earth somehow better than we have found it. Mostly, let us be fearlessly open to Your working in our midst.

We pray that You be glorified now and forever and ever. Amen

Senator Kahn’s statement is as follows:

In our line of work, it is common for staff to move along in their lives, and I rise because I have that happening in my office today. Holly Fountain, my chief of staff, is leaving and will be going to work in the lobbying community. She will be missed, but she won’t be completely gone. As a matter of fact, to Republicans and Democrats and staff, we’re going to have an event for her at The Tavern tonight between 5:00 p.m. and 7:00 p.m. The Majority Leader says you don’t have to leave at 7:00 p.m.

For years, Holly has brought laughter and joy and her hard work and enthusiasm to our office. As chief of staff, she has truly been a leader in developing team work; a friendly, creative, productive office environment. Her knowledge of the legislative process developed during our first term and has been invaluable. I have no doubt that as she moves along and opens up a new chapter of her life, she will do well. A mutual friend of Holly’s and mine, Nan Fletcher, suggested to both Holly and I that we might enjoy working together. Holly’s prior background had been in the House, but she was then working in the nonprofit sector. She came here to help me with the Department of Community Health budget, and on her own time, she also helped me with fundraising.

We brought in three difficult budgets. One year the House was nearly $200 million above us in their proposal, and that took months to resolve. Another big issue was a built-in $100 million budget hole one year that we had to resolve. We must have had—and she must have hosted—over a hundred meetings on Department of Community Health issues that term. Members may appreciate that some districts are more difficult than others. We happen to be a difficult district for a Republican. With Holly’s help, we were able to self-fund our re-election campaign. To my knowledge, that has never been done before in that district for a Republican or a Democrat.

Then this term began, and we had a different hole to fix. Our chief of staff had left for the House, and the next chief of staff left for a nonlegislative career. Holly filled that void. She hired new people, and we now have the finest office I have ever had in the private sector or the public. I want to say that in the private sector, we had over 200 employees.

Holly, my dear, I am grateful for your people skills, and they will be missed just as you and your legislative skills will be missed. But as people move along, it isn’t just their participation in the work environment that we come to know. Holly’s life has changed over this time. She loves dogs, and that love blossomed into three of them. She’s sort of the woof-woof queen of my life. She also bought a house and remodeled it herself. I have to laugh as, just as she finished that task, she put her house up for sale, and she’s going to be starting a new career in Detroit.

More important than houses are the people and friends she made here in the Senate and House and the administration and the advocacy community. For example, Rachel is her bff, I guess, as the young people say—whatever that stands for. Most importantly, she met the love of her life and is planning her wedding to Brian Tatman next year.

She is my friend. Holly is my friend. I’ll miss her laugh and I’ll miss her smile.

A resolution designating January 11, 2014, as Human Trafficking Awareness Day in the state of Michigan.

Whereas, Human trafficking is the fastest-growing crime in the world, second only to drug trafficking, according to the U.S. Department of State; and

Whereas, The best estimates indicate that approximately $87 million per day is made off of sex-trafficking victims; and

Whereas, Nine out of ten victims of sex trafficking in the United States are American middle school children, according to Shared Hope International; and

Whereas, In the state of Michigan, convicted sex-trafficking offenders are not required to register as sex offenders; and

Whereas, According to the Center for Missing and Exploited Children, Michigan is the 13th-highest state for the number of sex-trafficking victims; now, therefore, be it

Resolved by the Senate, That we join together in recognizing January 11, 2014, as Human Trafficking Awareness Day in Michigan; and be it further

Resolved, That the members of this legislative body encourage all Michiganders to use this day as an opportunity to educate themselves about human trafficking and be aware of how prevalent it is in our state; and be it further

Resolved, That we stand in full support of the victims of human trafficking who have yet to escape or be found and liberated; and be it further

Resolved, That we offer the gravest concern for those who have had loved ones become victims to human trafficking; and be it further

Resolved, That we commend the individuals who have been victims of trafficking and have survived to overcome the atrocity; and be it further

Resolved, That we support all who have dedicated themselves to putting an end to human trafficking within Michigan.

Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

House Bill No. 5125, entitled

A bill to amend 1961 PA 236, entitled “Revised judicature act of 1961,” by amending sections 8130, 8134, and 8135 (MCL 600.8130, 600.8134, and 600.8135), section 8130 as amended by 1988 PA 135, section 8134 as amended by 2012 PA 16, and section 8135 as amended by 1982 PA 161.

Senator Meekhof stated that had he been present on December 5 when the vote was taken on the reconsideration passage of the following bill, he would have voted “yea”:

Senator Johnson’s statement is as follows:

The world lost a great man this past Thursday night when Nelson Mandela passed away after a lengthy battle with a variety of health issues. In his death, we have lost one of the most influential and dedicated leaders the world has ever seen and probably will ever know.

When released from prison after serving 27 years, he didn’t seek revenge for his imprisonment. Instead, he worked to unite the torn country of South Africa and was able to lead the country out of the decades it had suffered under apartheid. In a situation where most would seek noting but retribution and feel nothing but bitterness, he was a man of grace and goodness.

Mandela was South Africa’s moral compass as she struggled to heal from the wounds of apartheid, and he received the Nobel Peace Prize for transitioning the country from a system of racial segregation to a multiparty democracy. Let his life and public service serve as an example to all of us, reminding ourselves that we must work together in order to accomplish great things. He will indeed be greatly missed and will forever be the archetype that all heads of state strive toward. We are all mourning the passage of this great man.

A moment of silence was observed in memory of former South African President and activist Nelson Mandela.
