Senator Whitmer’s statement is as follows:

Before I get started, I would like to invite my colleagues to peruse the Senate Rules with regard to statements so that they can familiarize themselves with the rules. I think that would be helpful in terms of going forward. The first order of business is taken care of.

The second is I have been reading the newspaper as I do every day, and it seems like it has almost become routine at this point. Week after week, there are news reports of yet another scandal with Governor Snyder’s administration. Whether it’s his own employees’ lavish perks on the taxpayers’ dime; increasing state contracts to his cousin’s furniture business; his right-hand man, Rich Baird’s threats to sue anyone, myself included, who dares to question him; the list really does go on and on. But if there is one word that has almost become comical to read in the headlines week after week, it’s “Aramark.”

As those of us in this chamber well know, a decision was made against the objections of my Democratic colleagues and I to privatize food service in our prisons, resulting in this administration signing a $145 million contract with Aramark to take over that service. What has that gotten us? Meal shortages, maggots in the food, sex with inmates, prisoner unrest, and now on the front page of today’s Detroit Free Press, an Aramark employee arrested for smuggling heroin and other drugs into the St. Louis Correctional Facility.

Aramark’s complete incompetence and inability to fulfill basic obligations to the people of the state Michigan goes far beyond simple mistakes. It puts the safety of prison guards and other workers inside our prisons at significant risk. While the Governor is on TV in commercials describing himself as an accountant who is focused on decisions by numbers, he refuses to take action to correct this. But the truth is it doesn’t take an accountant to figure out what is wrong here. Any rational person would have come to the conclusion long ago that this contract must be terminated. Instead, the Governor’s team has actually tried to hide information from the public about just how bad the problem really is.

Just last week, it was discovered that the Department of Corrections tried to fine Aramark $98,000 back in March for some of these very problems, but the fine was suspended after the Governor’s office pressured the department to back off. That isn’t the action of an accountant; that is the action of a politically-driven Governor who is more interested in protecting a company than protecting the people of our state. It is time for Governor Snyder to finally admit his mistake, and end this ridiculous ordeal for the good of our state, our corrections officers, and our taxpayers.

Governor, fire Aramark, or the people of Michigan are going to have every reason to fire you this November.

A bill to amend 1927 PA 175, entitled “The code of criminal procedure,” by amending section 15b of chapter XVII (MCL 777.15b), as amended by 2010 PA 152.

With the recommendation that the substitute (S-2) be adopted and that the bill then pass.

The committee further recommends that the bill be given immediate effect.
