Heavenly Father, we thank You again for this beautiful day that You’ve allowed us to enjoy and allowed us to work in. We thank You for this opportunity to serve the citizens of Michigan.

We also thank You for the wisdom You’ve given us so that we might serve the citizens of Michigan on a path that You’ve laid out for us. We ask that You provide us with this wisdom, and allow us to see the clarity that You’ve laid out in this path.

Heavenly Father, we ask that You be with the families of all the legislators and staff here who are away from their families doing the citizens’ work. Allow them to understand the responsibilities that they bear. Allow them to be that family who continues Your work through their work.

In Jesus’ name, we pray. Amen.

Pursuant to rule 3.506, Senator Richardville submitted a statement in writing for inclusion in today’s Journal.

Senator Richardville’s statement is as follows:

LET IT BE KNOWN, Steve Hawkins began his employment with the Michigan Senate in 1992 serving as the day-shift Farnum Security Officer. Steve was an immediate fit with Senators and staff alike, quickly earning a reputation for both his knowledge and friendliness.

Recognizing Steve’s talent for rapidly changing technology, Chief Sergeant at Arms Michael Ferland tapped him for administrative support in 2002. In this position, Steve’s keen sense of security issues combined with a thorough understanding of the Farnum Building proved invaluable during the course of several large projects. Just as our national security was being drastically overhauled in the wake of terrorist attacks, so, too, were the security enhancements, policies, and procedures at the state level. Secure work environments were paramount, and we were grateful to have had Steve committed to this process. His knack for technology and security awareness made Steve an asset during the development and implementation of several initiatives. His contributions included the building card access and voice access systems, as well as camera security. Steve was considered a valuable team member, and, as such, his abilities continued to be called on.

Steve gave vigilant attention to all procedures, deadlines, and requirements necessary for Senate Police Sergeants to maintain the highest standards and certifications of their profession. His years of careful scheduling ensured the proper rotation of Senate personnel through many work locations within several buildings. Steve’s dedicated work on Senate policies, procedures, guidelines, and manuals for the Senate Security Division displayed an unyielding commitment to his employer. This commitment was evident throughout his employment with the Senate, but pointedly obvious when Steve became a training instructor for first aid, CPR, and emergency medical response. Serving in this capacity, Steve’s vast skill set and good-natured personality were apparent to all as he trained Senate Sergeants, Senate personnel, and Legislative Service Bureau employees in the important areas of medical preparedness. Steve was most often the first responder to calls for assistance from Senators, staff, and members of the public. Always calm, he monitored and assured individuals waiting for emergency personnel to arrive.

In addition to his security responsibilities, Steve has been in charge of recruiting and coordinating schedules for Senate pages, couriers, and messengers. He has trained and monitored their work to assure their responsibilities are carried out with promptness, courtesy, and respect. The talents, skills, and contributions of Steve Hawkins have been significant to the Michigan Senate, and his services have been a benefit to all who have worked here during his tenure.

IN SPECIAL TRIBUTE, Therefore, This document is signed and dedicated to thank Steve Hawkins for his 22 years of service to the Michigan State Senate and the state of Michigan. We extend our best wishes to Steve on his retirement and hope he and his wife Pam enjoy much health and happiness in the future.

It should be understood by all in the chamber that Certificate of Need has considerable areas for improvement. The Majority Leader’s office has remarked on this. The Majority Floor Leader’s office has remarked on this. Though in this particular instance, with this particular vote, I was not supportive, but I am supportive of the efforts on the part of leadership to improve Certificate of Need. It’s my hope that during the next session—though I will no longer be here—that Certificate of Need will be closely looked at from the point of view of encouraging competition while maintaining cost effectiveness.

You need look no further than the multiple handouts that we’ve all received for and against this particular bill to find the areas of disconnect and the areas where we need to further look at this important subject.

Senator Johnson’s statement is as follows:

I’ve been pondering for some time the notion of Mike Brown and Trayvon Martin and, now, Eric Garner’s death; what it means for young black men across the United States. As a father of young black men, I cringe at the notion that a part of our existence here in America must be cloaked in an almost separate and oftentimes impromptu education regarding our interactions with law enforcement and government alike. It’s degrading, it’s disgusting, and it’s devoid, in my opinion, of any of the promises that America holds sacred for the vast majority of those living within our borders.

In many instances, even immigrants seeking either residency or asylum in this country are treated to a better standard of living, while a whole section of our society exists in the outskirts of that very dream so many believe in in our country. The sad truth, Mr. President, is that racism, classism, and the wanton disregard for the value of black male life has created a vacuum in which both the crime of murder and the subsequent vilification of the victim all occur simultaneously.

American media is as culpable in furtherance of this vicious cycle of violence perpetrated against some of America’s finest citizens, mind you, as any other entity or person. America’s greatest, most consistent sin remains the racist slant and double standard by which blacks and people of color are subjected to and judged by. Is there ever a difference between Trayvon, Michael, Eric Garner, or our beloved President Barack Obama, when along the spectrum of their individual existences, each is regarded by some of America as the problem?

It begs the question as to what constitutes full and complete residency in America, and by what standard does one earn the respect of the establishment? Is the establishment even capable of offering that same respect? What exactly is required to insulate black men from the ugliest of prejudices that this country boasts today?

Racism is eating this country alive, while other industrial nations have long ago decided to transcend this problem and progress toward a better society. Racism has grown deep roots within our society; enough to strangle out economic opportunity for all; enough to estrange and impoverish black and brown citizens from any of the amendatory clauses of our heralded Constitution; enough to drive the wages of our most vulnerable within the workforce to unthinkable lows; enough to attempt time and again the repeal of one of America’s most promising public policies, the Affordable Care Act; enough to feed the exploding privatized beast of the criminal justice system, further criminalizing citizens to a place of oblivion; enough to recuse itself from providing a high-quality education to all its students across America and, instead, create for it a profit model controlled by the ultra rich; enough to regard citizen individuals as not being qualified for full participation in America based on their sexual orientation. America, in her importance to the world, I would argue, deserves a much better narrative.

Yet there’s still some modicum of hope, some semblance of an opportunity to turn the table on this despicable notion of racial inferiority complex. In the coming months, I’m going to invite a number of men and women of good rapport to lead a conference to face down and, once and for all, confront America’s metastasizing, cancerous condition known as racism.

Detroit, Michigan, should be front and center in this debate. Our place at the table has been fortified over the years, and we’re home to one of the most segregated regions in the country. I think it’s our turn to lead on this issue. I think it’s our turn to show the rest of the country that we know how to transcend this ugliness and that we can be a much better people.

A moment of silence was observed in memory of Eric Garner, who was recently killed by police in Staten Island, New York.
