SUMMARY:

The bill would amend the Management and Budget Act. Currently under the act, the selection of architects, professional engineers, professional surveyors, and qualified firms must be made in accordance with competitive, qualifications-based selection processes and procedures for the type of professional service required by the department.

House Bill 4026 would amend the act to say that, beginning October 1, 2015, except as otherwise provided by law or otherwise required as a condition for receipt of federal funds, the same selection processes and procedures would apply to the Michigan Department of Transportation in the selection of architects, professional engineer, professional surveyors, and qualified firms.
