REQS FOR CERTAIN MOTORCYCLE SAFETY COURSE

House Bills 4853 and 4854

SUMMARY:

These two bills would amend the Michigan Vehicle Code to address motorcycle safety courses.

House Bill 4853 would amend Section 811b to increase the maximum fee for a motorcycle safety course from $25 to $50.  (This limit applies to courses offered by governmental agencies, such as schools and law enforcement agencies.  It does not apply to courses offered by private businesses.)

House Bill 4854 would require the Secretary of State to waive the written knowledge test, road sign test, and driving skills test for an applicant for an original motorcycle endorsement if the applicant had successfully passed a public or private motorcycle safety course approved by the Department of Transportation. This provision would amend Sections 309 and 312b of the Vehicle Code.

Both bills would take effect 90 days after being enacted.  They are not tie-barred.

FISCAL IMPACT:

House Bill 4853 will have no fiscal impact on state and local governments.

House Bill 4854 would have a negligible fiscal impact on the Department of State (DOS). There would be a slight, practically insignificant, cost reduction for DOS branches in waiving motorcycle tests for applicants who complete an approved safety course. There would be no fiscal impact on local governments.
