SUMMARY:

House Bills 5769-5774, as introduced, would amend several statutes to replace the name of the Department of Human Services with the Department of Health and Human Services, to reflect the creation of the new department.  Other similar technical changes would also be made.  The specific statutes are detailed below.  House Bill 5775 would repeal the State Food Stamp Distribution Act, which dealt with the issuance of paper coupons. The bills would take effect 90 days after being enacted into law.

House Bill 5769 revises references found in the Public Health Code (MCL.333.2501 et al.)  The bill also updates the name of the "parentage registry" to the "Central Paternity Registry." 

House Bill 5770 revises references found in the Probate Code of 1939 (MCL 710.22 et al.).

House Bill 5771 updates references found in the Act to Revise and Codify the Laws Relating to Blind Persons (at MCL 333.353) and repeals Section 16 of the act (MCL 393.366). 

House Bill 5772 updates references in the Social Welfare Act (MCL 400.1 et seq.) and repeals three sections. 

House Bill 5773 revises references found in the Mental Health Code (MCL 330.1100a et al.), and also replaces references to the Department of Mental Health with the "Department of Licensing and Regulatory Affairs." 

House Bill 5774 amends the Adult Foster Care Facility Licensing Act (MCL 400.701–737) so that the term "department" refers generally to the Department of Licensing and Regulatory Affairs rather than the Department of Human Services.  The bill also updates references so as to refer to the Department of Health and Human Services where appropriate.  Further, the bill lowers a population threshold that currently in statute refers to a city with a population of not less than one million; the new threshold in the bill is not less than 750,000.  This provision allows the state to contract with the city fire marshal to inspect adult foster care facilities.

House Bill 5775 would repeal the State Food Stamp Distribution Act (MCL 400.737 – 770), an obsolete act that deals with the issuance of paper coupons.

The bills would have no fiscal impact.
