A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
by amending section 237 (MCL 257.237), as amended by 1980 PA 460.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 237. (1) The secretary of state, upon receipt of a
properly endorsed certificate of title and application for transfer
of registration accompanied by the required fee, shall transfer the
registration
thereof of a vehicle under its registration number to
the newly acquired vehicle and shall issue a new registration
certificate and certificate of title as upon an original
registration.
(2) The secretary of state shall waive the payment of the
required fee under subsection (1) upon presentation of proof
satisfactory to the secretary of state that the properly endorsed
certificate of title and the application for transfer of
registration is for a vehicle that is equipped for the
transportation of persons with disabilities and that the vehicle is
being transferred from a disabled veteran to a disabled veteran.

The secretary of state shall retain
and appropriately
file every surrendered certificate of title, the file to be so
maintained as to permit the tracing of title of the vehicles
designated in the file for a period of 6 years, except that records
of stolen vehicles reported in section 253 may be destroyed after
being maintained on file for the year of entry plus 4 years.

The secretary of state shall retain
the records for 2
years after the date of notification that a vehicle has been
processed for scrap.
(5) As used in this section, "disabled veteran" means a person
who was a member of the Michigan national guard, the United States
army reserve, or any branch of the armed forces of the United
States, who became disabled during his or her period of service
with the Michigan national guard, the United States army reserve,
or any branch of the armed forces of the United States.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
