     A joint resolution proposing an amendment to the state

 

constitution of 1963, by amending section 28 of article IX, to

 

limit state spending from federal sources.

 

     Resolved by the Senate and House of Representatives of the

 

state of Michigan, That the following amendment to the state

 

constitution of 1963, to limit state spending from federal sources,

 

is proposed, agreed to, and submitted to the people of the state:

 

ARTICLE IX

 

     Sec. 28. No expenses of state government shall be incurred in

 

any fiscal year which exceed the sum of the revenue limit

 

established in Sections 26 and 27 of this Article plus federal aid

 

and any surplus from a previous fiscal year. Beginning for the


2017-2018 fiscal year and each fiscal year thereafter, the

 

legislature shall not pass general appropriation bills unless those

 

general appropriation bills reduce state spending from federal

 

sources by 2% or more for each department from the immediately

 

preceding fiscal year until the total of all state spending from

 

federal sources is less than 25% of the state budget.

 

Once the total of all state spending from federal sources is less

 

than 25% of the state budget, the legislature shall not pass

 

general appropriation bills for a fiscal year unless those general

 

appropriation bills have state spending from federal sources less

 

than 25%.

 

     Resolved further, That the foregoing amendment shall be

 

submitted to the people of the state at the next general election

 

in the manner provided by law.
