“Lord God, Author of Life, Supreme Law-Giver and Font of Justice and Mercy,
We come to You at the beginning of this legislative session
to invoke Your Name and to seek Your Wisdom.
Help us in our discussions, our deliberations and our discernment
to be advocates of Your Supreme Law of Love.
Help us to embrace and to respond to the needs of all the people of this state,
especially the poor, the disenfranchised, and the marginalized,
those on the edges of society and life who have no advocate.
Fill the potholes of our pride, and smooth the rough course of special interests,

House Resolution No. 95.
A resolution to urge the Congress and the President of the United States to take action to protect the rights of Arab and Muslim Americans.
Whereas, Hate crimes have become all too common in this country with an acceleration of violence in recent years. Individuals of diverse ethnic, racial, and religious cultures are being victimized by discrimination that is manifested in many forms, hence, creating a climate of fear and intimidation; and
Whereas, Efforts to increase homeland security resulted in the exercise of numerous tactics that have compromised the rights of racial and ethnic communities. One such system—the national terror watch list—has stigmatized and in some cases ruined the lives of individuals under the guise of suspected terror. This system, rife with secrecy and covert in many ways, is in need of a systemic overhaul; and
Whereas, Laws have been passed at the federal and state levels to address hate crimes. Yet, we have seen a precipitous rise in hate groups and hate crimes that target Arab, Hindu, Middle Eastern, Muslim, Sikh, and South Asian communities. It is of vital importance for the White House to respond by establishing a task force that addresses hate crimes that target Arab, Hindu, Middle Eastern, Muslim, Sikh, and South Asian communities; and
Whereas, Post 9-11 profiling and abuses of Arab and Muslim must be given a formal place in public record. Congressional hearings focused on this issue will enable the aftermath of this tragic event and its impact on the lives of Arab and Muslim Americans to be publicly chronicled; and
Whereas, Local police have heightened acts of unwarranted surveillance of the day-to-day lives of Arab and Muslim Americans, and created a climate of anxiety, mistrust, and fear in these communities. Further federal action through passage of the End Racial Profiling Act (ERPA) would protect the civil liberties and human rights of groups that have long been subject to profiling by law enforcement agencies at all levels of government; now, therefore, be it
Resolved by the House of Representatives, That we urge the Congress and the President of the United States to take action to:
• Create a mechanism for oversight of the U.S. terror watch list.
• Establish a White House task force to prevent and respond to hate violence targeting Arab, Hindu, Middle Eastern, Muslim, Sikh and South Asian communities.
• Investigate civil rights abuses through congressional hearings.
• Promote local police accountability.
• Enact the End of Racial Profiling Act (ERPA).
• Reform the Department of Justice’s racial profiling guidelines.
; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation

“Mr. Speaker and members of the House:
My vote on this bill reflects my desire to allow elected representatives at a local level to be heard even though they may have been called away due to emergency circumstances. Technology allows for them to see attendees to a meeting and for them to see and hear the elected official. I believe this should have been allowed in this narrow circumstance.”
Rep. LaVoy, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I voted for a similar bill last term. I voted against this bill this time because it gives an exemption to appointed boards. They should be subject to the same rules as elected boards.”

“An act to provide for the registration, titling, sale, transfer, and regulation of certain vehicles operated upon the public highways of this state or any other place open to the general public or generally accessible to motor vehicles and distressed vehicles; to provide for the licensing of dealers; to provide for the examination, licensing, and control of operators and chauffeurs; to provide for the giving of proof of financial responsibility and security by owners and operators of vehicles; to provide for the imposition, levy, and collection of specific taxes on vehicles, and the levy and collection of sales and use taxes, license fees, and permit fees; to provide for the regulation and use of streets and highways; to create certain funds; to provide penalties and sanctions for a violation of this act; to provide for civil liability of manufacturers, the manufacturers of automated technology, upfitters, owners, and operators of vehicles and service of process on residents and nonresidents; to regulate the introduction and use of certain evidence; to provide for the levy of certain assessments; to provide for the enforcement of this act; to provide for the creation of and to prescribe the powers and duties of certain state and local agencies; to impose liability upon the state or local agencies; to provide appropriations for certain purposes; to repeal all other acts or parts of acts inconsistent with this act or contrary to this act; and to repeal certain parts of this act on a specific date,”
