“Heavenly Father,
Please bless this chamber with knowledge and guidance as we undertake the work of the people of this great state. Give us the courage to solve the most pressing problems facing our state. Watch over our state and great nation and please keep safe the men and women in uniform, both here at home and abroad.
Please instill in us Your wisdom and compassion for the least fortunate among us. Please keep us all safe as many of us drive up to Mackinac to discuss ways to solve our state’s most pressing problems.

House Resolution No. 96.
A resolution to declare May 31, 2015, as White Armband Day in the state of Michigan.
Whereas, The horror of the genocide in Bosnia and Herzegovina should never be forgotten; and
Whereas, May 31, 2015, is commemorated as the 23rd anniversary when the Serb authorities in Prijedor, a town in north-western Bosnia and Herzegovina, ordered all non-Serbs to mark their houses with white flags or sheets and to wear a white armband if they left their houses; and
Whereas, As a direct result of ethnic cleansing of the Prijedor municipality in Bosnia and Herzegovina, including the town of Kozarac, 53,000 of its Bosniak residents were expelled from their homes, some 3173 unarmed civilians were executed, and 31,000 civilians were interned in various Serb run concentration camps; and
Whereas, This anniversary, together with this year’s 23rd anniversary since the beginning of the war in Bosnia and Herzegovina, raise awareness of the tragic suffering of the Bosnia and Herzegovina people and honors and remembers over 100,000 civilians who died as a result of the policies of ethnic cleansing and aggression in Bosnia and Herzegovina during the period of 1992-1995; and
Whereas, The tragic history of the genocide offers an opportunity to reflect on the responsibilities of individuals, societies, and governments, and serves as an important reminder of what can happen to civilized people when bigotry, hatred, and indifference govern; and
Whereas, The state of Michigan recognizes the importance of this event to bring closure for the Bosnian people through justice and truth; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 31, 2015, as White Armband Day in the state of Michigan. We remember the victims of the policies of ethnic cleansing and genocide in Prijedor, Bosnia and Herzegovina; and be it further
Resolved, That copies of this resolution be transmitted to the representatives of the Congress of North American Bosniaks as evidence of our profound respect and esteem.

Senate Bill No. 100, entitled
A bill to amend 1941 PA 122, entitled “An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act,” by amending section 22 (MCL 205.22), as amended by 2007 PA 194.

Pursuant to Joint Rule 20, the full title of the act shall be inserted to read as follows:
“An act to regulate the purchase and sale of scrap metal and other items that contain ferrous or nonferrous metal to scrap metal dealers; to require sellers to provide and scrap metal dealers to obtain certain information at the time of a purchase transaction; to require that scrap metal dealers implement and maintain records of their purchase transactions and to make those records available for law enforcement purposes; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide for penalties and remedies,”

Rep. LaVoy, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I voted for HB 4593 last term which became PA 99 of 2014. I liked that the immediate financial incentives of scrap metal theft were reduced by that legislation. This change weakens that reduction by limiting the mailing of payments.”
Rep. Chang, having reserved the right to explain her protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
Scrap metal theft has been a major issue plaguing Michigan cities and rural farming areas as well. Although this bill was explained as a ‘technical fix’ in committee and was quickly reported out of committee without much time for consideration, I believe this bill would potentially allow too much flexibility for those stealing and selling copper as scrap metal and is a step backward from the original intent of the scrap metal legislation passed last session.”

A bill to amend 2000 PA 161, entitled “Michigan education savings program act,” by amending section 10 (MCL 390.1480), as amended by 2001 PA 215.

2. Amend page 39, line 26, after “amount.” by inserting “IN THE FISCAL YEAR ENDING SEPTEMBER 30, 2016, THERE IS A 1-TIME ADDITIONAL RETENTION AMOUNT OF UP TO $92,856,100.00.”.
3. Amend page 40, following line 6, by inserting:
“(13) THE DEPARTMENT MAY ESTABLISH A QUALITY ASSURANCE ASSESSMENT TO INCREASE AMBULANCE REIMBURSEMENT AS FOLLOWS:
(A) THE QUALITY ASSURANCE ASSESSMENT AUTHORIZED UNDER THIS SUBSECTION SHALL BE USED TO PROVIDE REIMBURSEMENT TO MEDICAID AMBULANCE PROVIDERS. THE DEPARTMENT MAY PROMULGATE RULES TO PROVIDE THE STRUCTURE OF THE QUALITY ASSURANCE ASSESSMENT AUTHORIZED UNDER THIS SUBSECTION AND THE LEVEL OF THE ASSESSMENT.
(B) THE DEPARTMENT SHALL IMPLEMENT THIS SUBSECTION IN A MANNER THAT COMPLIES WITH FEDERAL REQUIREMENTS NECESSARY TO ENSURE THAT THE QUALITY ASSURANCE ASSESSMENT QUALIFIES FOR FEDERAL MATCHING FUNDS.
(C) THE TOTAL ANNUAL COLLECTIONS BY THE DEPARTMENT UNDER THIS SUBSECTION SHALL NOT EXCEED $6,000,000.00.
(D) THE QUALITY ASSURANCE ASSESSMENT AUTHORIZED UNDER THIS SUBSECTION SHALL NOT BE COLLECTED AFTER OCTOBER 1, 2018. THE QUALITY ASSURANCE ASSESSMENT AUTHORIZED UNDER THIS SUBSECTION SHALL NO LONGER BE COLLECTED OR ASSESSED IF THE QUALITY ASSURANCE ASSESSMENT AUTHORIZED UNDER THIS SUBSECTION IS NOT ELIGIBLE FOR FEDERAL MATCHING FUNDS.” and renumbering the remaining subsections.
4. Amend page 42, line 18, by striking out all of enacting section 2 and inserting:
“Enacting section 2. This amendatory act takes effect October 1, 2015.”.
