House Resolution No. 149.
A resolution to declare October 2015 as Domestic Violence Awareness Month in the state of Michigan.
Whereas, The National Coalition against Domestic Violence estimates that 1 in every 3 women will experience domestic violence in her lifetime; and
Whereas, An estimated 4.7 million women are victims of physical violence each year and an estimated 1 in 5 women have been raped by a domestic partner at some point in their lives; and
Whereas, Most cases of domestic violence are never reported to police and less than one-fifth of victims reporting an injury from intimate partner violence sought medical treatment following the injury; and
Whereas, One-third of female homicide victims reported in police records are killed by an intimate partner; and
Whereas, The economic impact of domestic violence exceeds $8.3 billion each year, of which $4.1 billion goes directly towards medical and mental health services; and
Whereas, Domestic violence affects people of all ages, races, socioeconomic, and religious backgrounds; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 2015 as Domestic Violence Awareness Month in the state of Michigan. We encourage all Michiganders to work together to help end abuse by recognizing the signs of violence and supporting those impacted by domestic assault; and be it further
Resolved, That copies of this resolution be transmitted to the Michigan Coalition to End Domestic and Sexual Violence, My Sister’s Place, Turning Point, Inc., First Step, End Violent Encounters, the Capital Area Response Effort, Governor Snyder, and the Michigan Department of Community Health.

A resolution to declare September 28-October 4, 2015, as French-Canadian Heritage Week in the state of Michigan.
Whereas, The origins of French-Canadian culture in the Great Lakes can be traced to the earliest days of the 17th century; and
Whereas, Explorers, missionaries, voyageurs and indigenous peoples in the Great Lakes encountered each other in numerous, transformative ways from this era onward; and
Whereas, The Fur Trade engendered extensive cultural miscegenation between Indigenous peoples and French-Canadians, creating new cultural forms and understanding; and
Whereas, Trapping, farming, commercial fishing, lumber, and new industries provided economic opportunities for French-Canadians from the 17th through the 20th centuries; and
Whereas, Leaders such as Magdelaine LaFramboise (Mackinac Island, Métisse fur trader), Joseph Labadie (Paw Paw, publisher, poet, activist), Joseph Grégoire (Lake Linden, “Father of the French Canadians”), Louis Campau (Saginaw and Grand Rapids founder), Marie Caroline Hamlin (Detroit folklorist and cultural advocate), and Jean Baptiste Réaume (River Raisin), are emblematic of successful French-Canadian and French Métis men and women whose legacies continue to shape how we understand our history today; and
Whereas, Cultural institutions and businesses across Michigan continue to draw on French-Canadian culture for programming, cross-cultural understanding, and international trade and entertainment opportunities; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare September 28-October 4, 2015, as French-Canadian Heritage Week in the state of Michigan; and be it further
Resolved, That members of the House of Representatives join all of those of French-Canadian ancestry in celebrating their heritage and contributions to the state of Michigan from September 28-October 4, 2015.

House Resolution No. 151.
A resolution to declare September 22, 2015, as Youth Consent Day in the state of Michigan.
Whereas, One in four women, at least 4% of men and over 40% of members of the LGBT community enrolled in a Michigan college or university will be sexually assaulted during their time as a student; and
Whereas, An estimated 61% of sexual assaults are not reported; and
Whereas, Young female victims of nonconsensual sexual acts are more likely to experience depression, self-blame, and alcohol and/or drug abuse; and
Whereas, Despite the existence of nationwide sexual assault prevention programs and passage of The Campus Sexual Violence Elimination (SaVE) Act by Congress, there is no Michigan-specific awareness day or campaign focusing on the issue and importance of consent; and
Whereas, Sexual assault education among undergraduates has been shown to increase bystander intervention to prevent sexual assault, improve outcomes for individuals at risk, and increase opposition to rape; and
Whereas, Approximately 80% of sexual assaults among college-age females are committed by someone known to the victim and, the closer the relationship between the victim and offender, the less likely the rape will be reported; and
Whereas, Sexual assault victimizations of students are more likely than nonstudent victimizations to go unreported to police; and
Whereas, Sexual assaults on college campuses are most likely to occur during the first three months of the school year, and, in Michigan, nonconsensual sexual activity is equivalent to sexual assault; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare September 22, 2015, as Youth Consent Day in the state of Michigan; and be it further

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending section 1h (MCL 247.651h), as amended by 2008 PA 501.
