“Almighty God You have given us this good land as our heritage. Make us always remember Your generosity and constantly do Your will. Bless our land with honest industry, truthful education and an honorable way of life. Save us from violence, discord and confusion; from false pride and arrogance and from every evil course of action. Make us who came from many nations a united people. Defend our liberties and give those whom we have entrusted with the authority of government the spirit of wisdom that there might be justice and peace in our land. When times are prosperous, let our hearts be thankful; and in troubled times, do not let our trust in You fail.
Bless this assembly, we pray and all those who hold office in the government of the state of Michigan, that they may do their work with integrity, compassion and honor. Bless all of our magistrates and courts that they may perceive and administer justice impartially as instruments of Your divine will.
Watch over our neighborhoods and keep them free from strife and decay. Give us strength and concern for others that we may create communities of harmony and concord. Watch over those who keep watch over our state: our police and sheriffs, our firefighters and emergency responders and be their protector as they serve and protect us. Be with our military and especially with those who serve in distant and dangerous places. Guard, guide and keep them and when their time of service is over, we pray for their safe return to their loved ones.
We remember before You the unemployed, the homeless, the destitute, the sick, the aged and all who have none to care for them. Help us to heal those who are broken in body or spirit and to turn their sorrow into joy.
God our gracious creator, You have ordered the seasons of seedtime and harvest, sunshine and rain. We thank You for making the fruitful earth produce what is needed for life. Bless those who work in the fields; give us favorable weather and grant that we may all share the fruits of the earth, rejoicing in Your goodness.
Finally we pray that You direct us in all our doings with Your most gracious favor and further us with Your continual help, that in all our works, begun, continued and ended in You, we may glorify Your holy name and having been so richly blessed, ourselves, become a blessing to others. In Your name and for Your love’s sake. Amen.”

House Resolution No. 246.
A resolution to memorialize the Congress of the United States to renew full federal support of residential and business flood insurance through the National Flood Insurance Program.
Whereas, The National Flood Insurance Program offers flood insurance for homes and other buildings. Under federal law, most homeowners and businesses have no choice and must purchase this insurance if their property is located in a mapped floodplain. For decades, the federal government has provided flood insurance at affordable rates for homes and businesses that were built prior to any official maps warning that construction was occurring in a floodplain; and
Whereas, The National Flood Insurance Program is now significantly increasing flood insurance premiums. The Biggert‑Waters Flood Insurance Reform Act of 2012 and the Homeowner Flood Insurance Affordability Act of 2014 require premium increases up to 18 percent per year for primary residences and up to 25 percent per year for business properties, second homes, and rental properties; and
Whereas, Substantial increases in premium rates will disrupt communities and cause economic hardship. Homeowners who cannot afford these increased rates may be forced to sell the home they have lived in for years, potentially at prices lower than what they paid. Business owners will face higher costs that may affect their ability to remain profitable and keep their doors open; and
Whereas, In many cases, flood insurance rate increases are the result of actions over which home or business owners have no control. Higher stormwater runoff from increased development and a proliferation of impermeable surfaces outside the floodplain, as well as surface water management decisions, have raised peak flood levels. Homes and buildings that previously had little flood risk or history of flooding are now considered a higher risk for flooding and are subject to higher insurance premiums; and
Whereas, Establishing actuarially sound rates for flood insurance may be important, but federal policy must also be fair to homeowners and businesses. Even with the time they have been given and caps on increases, many homeowners and businesses do not have the ability to earn more or cut back to cover increased premiums. It is simply unfair to correct past fiscally unsound policies at the expense of hardworking homeowners and businesses who had no part in creating those policies and have limited means to pay higher rates; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to renew full federal support of residential and business flood insurance through the National Flood Insurance Program; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 247.
A resolution to declare March 13-19, 2016, as Aviation Week in the state of Michigan.
Whereas, We are in the 21st century, moving further into the air age and a global economy, and airport infrastructure is critical for our economy to compete in today’s marketplace; and
Whereas, Michigan’s geography as a peninsula makes aviation necessary for the fast and efficient transport of people, goods, and services; and
Whereas, Nearly 1 billion pounds of air cargo are carried into the state annually to support Michigan businesses; and
Whereas, General aviation contributes $19 billion annually to our state economy; and
Whereas, Our businesses, industries, and foreign firms need reliable runways, taxiways, and navigational systems for the conducting of their businesses; and
Whereas, Michigan boasts 234 public-use airports, serving over 13,550 pilots and 6,500 general aviation aircraft; and
Whereas, More than 1,000 Michigan companies, employing 1 million people, operate their own aircraft; and
Whereas, Michigan is home to 53 charter flight companies, 119 repair stations, and 66 flight schools; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare March 13-19, 2016, as Aviation Week in the state of Michigan.
