Deacon Bryan Kassa, Pastor of Sacred Heart Major Seminary in Detroit, offered the following invocation:

“Heavenly Father, thank You for not leaving us as orphans. You are a good Father and have given us Your Word through the Sacred Scriptures!

Your Word tells us that Jesus is the Way, the Truth and the Light.

Our world is in desperate need of truth today. Your Word tells us that the same Spirit, which raised Jesus from the dead 2,000 years ago, is the Spirit of Truth.

We can rest assured Father that 2,000 years later, that same Spirit of Truth is present if we call upon it.

Come Holy Spirit, fill the hearts of Your faithful and kindle in them the fire of Your love. Send forth Your Spirit and they shall be created. And You shall renew the face of the earth.

Help these elected representatives through the power of Your Spirit and the same Spirit that we received at baptism, to choose laws that are Your truth rather than the truths of the world! Your truth is one that protects us Your children and leads us to everlasting life.

In the name of Your Son, Jesus Christ, we cast out any spirit that is not from You from this room that would lead these representatives astray from Your truth. We ask at this moment that these spirits would be bound up and sent to Jesus’ Cross so that You may bind them and send them back to the lake of fire!

May these chosen leaders always seek the ways of righteousness, justice and mercy and protect religious freedom.

May they defend life at all stages and the dignity of marriage!

Grant that they may be enabled by Your powerful protection to lead our country with honesty and integrity.

We ask this through Christ our Lord.

Let us all say Amen!”

House Resolution No. 293.

A resolution to declare May 12, 2016, as Legislative Procedure Day in the state of Michigan.

Whereas, Paul Mason was born on May 12, 1898, and is remembered not just as an author, but also as a scholar, a historian, and a dedicated public servant whose legacy remains with us today in the form of one of the most influential and widely used guides to legislative procedure; and

Whereas, The Michigan House of Representatives is among the 77 of 99 state legislative bodies in the United States of America that have adopted Mason’s Manual of Legislative Procedure; and

Whereas, As stated by Mason himself, “A proper application of the rules of procedure will eliminate controversy, confusion, and litigation and will make public bodies more efficient in their work and more pleasant to work in;” and

Whereas, Our own legislative body and our state would benefit from the reduction in controversy and confusion to be gained by fully embracing both the letter and the spirit of Mason’s Manual; and

Whereas, It is therefore prudent for the members of this Legislature to look to Mason’s example and renew our commitment to the principles of respect and collegiality that ensure harmony, efficiency, and clarity in our deliberations; and

Whereas, We urge the members of this Legislature to honor Mr. Mason by upholding the rules of his exemplary work and remembering that our utmost duty is to serve the public with decorum and in accordance with the rules; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 12, 2016, as Legislative Procedure Day in the state of Michigan. We shall celebrate the legacy of Mr. Paul Mason by following Mason’s Manual and the Michigan Constitution with respect and dignity for the firm practice of procedural standards.

The resolution was referred to the Committee on Government Operations.

House Resolution No. 294.

A resolution to declare May 2016 as Cystic Fibrosis Awareness Month in the state of Michigan.

Whereas, Approximately 30,000 Americans have cystic fibrosis, a life-threatening genetic disease that affects the lungs and pancreas, and more than 10 million Americans are symptomless carriers of the defective CF gene; and

Whereas, There are close to 1,200 children living in Michigan with the disease; and

Whereas, Michigan has a Cystic Fibrosis chapter in the Detroit area, as well as many cystic fibrosis groups focused on raising awareness and providing support to those with the disease; and

Whereas, Michigan also has eight Cystic Fibrosis Care Centers: Children’s Hospital of Michigan, Wayne State University Harper University Hospital, Helen DeVos Women and Children’s Center, Spectrum Health Adult Cystic Fibrosis Care Center, Michigan State University Pediatric, University of Michigan Pediatric and Adult, Hurley Children’s Clinic at Mott Children’s Health Center and Western Michigan University School of Medicine Clinics. Toledo, Ohio is also home to the Toledo Children’s Hospital and Northwest Ohio Cystic Fibrosis Center which serve Michigan patients as well; and

Whereas, During the month of May, Cystic Fibrosis Chapters and volunteers will come together in the state of Michigan to raise awareness about this devastating disease to achieve their mission of curing and controlling cystic fibrosis; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 2016 as Cystic Fibrosis Awareness Month in the state of Michigan.

House Resolution No. 295.

A resolution to declare May 12, 2016, as Chaldean American Day in the state of Michigan.

Whereas, 150,000 Chaldeans reside in Michigan, the largest population outside of the Middle East; and

Whereas, The Chaldean population began immigrating to America during the 1920s for better economic, religious, and political freedom, bringing with them a strong work ethic which continues to positively add to the growth of Michigan through the establishment of 15,000 Chaldean-owned businesses throughout the state; and

Whereas, The Chaldean community has undoubtedly proven their diligent business skills and entrepreneurial spirit with nearly sixty-one percent of Chaldean American households owning at least one business and thirty-nine percent owning two or more as well as an estimated nine out of ten food stores in Detroit; and

Whereas, The Chaldean American Chamber of Commerce currently has 955 members, representing more than thirty-five hundred businesses with goals of building community ties, ensuring membership value and advocacy for the benefit of Chaldean people; and

Whereas, The Chaldean Community Foundation has promoted steady population growth by providing services to the newly arrived Iraqi Chaldean refugees in efforts to help refugees become contributing members to Michigan through assistance with housing, job placement, language development, social and government program directives; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 12, 2016, as Chaldean American Day in the state of Michigan. We acknowledge the contributions of this innovative and entrepreneurial community as an important part of Michigan’s diverse history; and be it further

Resolved, That a copy of this resolution be sent to the Chaldean American Chamber of Commerce as evidence of our highest esteem.

Messages from the Senate

House Bill No. 4440, entitled

A bill to amend 1987 PA 231, entitled “An act to create a transportation economic development fund in the state treasury; to prescribe the uses of and distributions from this fund; to create the office of economic development and to prescribe its powers and duties; to prescribe the powers and duties of the state transportation department, state transportation commission, and certain other bodies; and to permit the issuance of certain bonds,” by amending section 11 (MCL 247.911), as amended by 2014 PA 302.

(The bill was received from the Senate on May 26, 2015, with substitute (S-1) and immediate effect given by the Senate, consideration which, under the rules, was postponed until May 27, 2015, see House Journal No. 51 of 2015, p. 827; re-referred to the Committee on Appropriations on April 12, see House Journal No. 32, p. 501; reported from the Committee on Appropriations on April 21, with House substitute (H-4) to the Senate substitute (S-1), see House Journal No. 37, p. 585.)
