Pastor John Gunden, Pastor of The River’s Edge Community Church in Caseville, offered the following invocation:

“Dear Heavenly Father,

Many in this chamber believe that You rule over the universe. We all wrestle with being obedient to Your Sovereign Rule over our hearts. But I pray that Your will would seriously be reflected in this house that represents 110 districts across our state of Michigan and especially the 84th district.

Your Scriptures remind us that You ultimately select all who are in authority. Because You are truly King of Kings & Lord of Lords, You have selected each member here. I pray that every representative would willingly bow to Your Sovereignty -that as a result, the people of Michigan might be blessed and that You would be credited with the Glory that is due Your name.

Give these men and women wisdom that they would know what is beneficial and what is not; what is right and what is wrong; what would please You and what would not. Visit them with Wisdom on every matter that comes before them. And may those who advise them, advise them according to the wisdom You grant them.

Give Our representatives motivation, a will and desire to implement the wisdom and directives You give. Inspire them with Courage to face the obstacles Your enemies put in their way. Let these representatives be willing to lose their seat for the sake of righteousness in the face of adversity. Give them courage to truly represent You in this chamber and thereby represent the people of their districts best.

Give our representatives Strength because You are all powerful. Lord show them ways they can exert influence for Godly outcomes. Give them strength, for surely some face personal battles, family disappointments and loss, give strength to those who battle cancer and other illnesses. And may the battles You enable them to win, return to the glory due Your name.

Give them Patience with one another. Even today, let them be kind, loving and forgiving toward each other, may they take an interest in one another and the lives they lead, may they actually trust one another and do the impossible: work to fix the problems they face rather than complicate the lives of many for the benefit of a few powerful.

God may pride, hatred and greed be destroyed in this chamber and may Your goodness & righteousness reign.

I pray these things in the matchless name of Jesus Christ, Lord and Savior, the name above all names, Who alone is worthy of our praise. Amen.”

House Resolution No. 25.

A resolution to declare February 19-25, 2017, as Family Medicine Week in the state of Michigan.

Whereas, Michigan’s family physicians have historically demonstrated their dedication to the health and well-being of this state’s citizens by emphasizing the family and providing care to all patients; and

Whereas, Family physicians have studied for a minimum of seven years from medical school through residency and have received specialized training to provide primary care and medical treatment for the families of this state; and

Whereas, This care is based on knowledge of the whole person in the context of the family and the community and is not limited by age, sex, race, religion, or type of health problem; and

Whereas, Michigan’s family medicine practices provide high quality care, and reduce costs to the health care system through leadership, collaboration, and innovation; and

Whereas, Family physicians play a crucial role in ensuring the optimal health of families across the state; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 19-25, 2017, as Family Medicine Week in the state of Michigan. We support a robust primary-care based health care system and recognize the key role family physicians play in making Michigan healthy; and be it further

Resolved, That copies of this resolution be transmitted to the Michigan Academy of Family Physicians and the Michigan Association of Osteopathic Family Physicians with our highest esteem.

Second Reading of Bills

House Bill No. 4001, entitled

A bill to amend 1967 PA 281, entitled “Income tax act of 1967,” by amending section 51 (MCL 206.51), as amended by 2016 PA 266.

The bill was read a second time.

Rep. Camilleri moved to amend the bill as follows:

1. Amend page 3, line 14, after “2018,” by inserting “AS FOLLOWS:

(i) FOR EVERY PERSON OTHER THAN A CORPORATION WITH A TAXABLE INCOME OF $70,000.00 OR MORE, 4.25%.

(ii) FOR EVERY PERSON OTHER THAN A CORPORATION WITH A TAXABLE INCOME OF LESS THAN $70,000.00,”.

The motion did not prevail and the amendment was not adopted, a majority of the members serving not voting therefor.

Rep. Wittenberg moved to substitute (H-1) the bill.

The motion did not prevail and the substitute (H-1) was not adopted, a majority of the members serving not voting therefor.

Rep. VerHeulen moved to substitute (H-3) the bill.
