Reverend Gerard Cupple of St. Gabriel Catholic Parish of Ida offered the following invocation:

Good and gracious God, divine source of all blessing, we come here before You today to ask Your presence and Your blessings on the State Senate of the great state of Michigan, and on each man and woman who serves our state here. Let these State Senators guide our state with wisdom, with Your word, and our state’s best interest constantly being their compass, so that we may all pursue liberty and justice, opportunity and equality for every man, woman, and child within our state’s boundaries, and for each of Your children here on Earth.

Make these Senators ever aware of Your command to remember the heart of the stranger, the least powerful of voices, for we were all strangers at one time or another. In this time of division, unite these Senators, for only when working together do they truly represent all the people of our great state of Michigan. Temper their resolve with humility and their decisions with fairness and love.

Let us all join together to request Your prime blessings on our state of Michigan, as we all say: Amen.

The President, Lieutenant Governor Calley, led the members of the Senate in recital of the Pledge of Allegiance.

Motions and Communications

Senator Kowall moved that Senator Booher be temporarily excused from today’s session.

The motion prevailed.

Senator Kowall moved that Senators Casperson, Hune, Marleau, Nofs and Shirkey be excused from today’s session.

The motion prevailed.

Senator Hood moved that Senators Ananich, Conyers, Gregory, Hertel, Hopgood, Johnson and Young be excused from today’s session.

By unanimous consent the Senate proceeded to the order of

General Orders

Senator Kowall moved that the Senate resolve itself into the Committee of the Whole for consideration of the General Orders calendar.

The motion prevailed, and the President, Lieutenant Governor Calley, designated Senator MacGregor as Chairperson.

After some time spent therein, the Committee arose; and the President, Lieutenant Governor Calley, having resumed the Chair, the Committee reported back to the Senate, favorably and without amendment, the following bills:

Senate Bill No. 640, entitled

A bill to amend 1982 PA 432, entitled “Motor bus transportation act,” by amending section 4 (MCL 474.104), as amended by 2016 PA 349.

Senate Bill No. 672, entitled

A bill to amend 1963 PA 181, entitled “Motor carrier safety act of 1963,” by amending section 5 (MCL 480.15), as amended by 2017 PA 116.

House Bill No. 4940, entitled

A bill to amend 1965 PA 114, entitled “An act relating to dry, edible beans; to create a bean commission and prescribe its functions; to levy and collect assessments on bean production; and to provide penalties for violation of this act,” by amending sections 1, 2, 3, and 4 (MCL 290.551, 290.552, 290.553, and 290.554), as amended by 2000 PA 484.

The bills were placed on the order of Third Reading of Bills.

The Committee of the Whole reported back to the Senate, favorably and with a substitute therefor, the following bill:

House Bill No. 5144, entitled

A bill to amend 2016 PA 281, entitled “Medical marihuana facilities licensing act,” by amending the title and sections 102, 201, 205, 501, 502, 503, 504, 505, 602, and 801 (MCL 333.27102, 333.27201, 333.27205, 333.27501, 333.27502, 333.27503, 333.27504, 333.27505, 333.27602, and 333.27801).

Substitute (S-1).

The Senate agreed to the substitute recommended by the Committee of the Whole, and the bill as substituted was placed on the order of Third Reading of Bills.

Senator Booher entered the Senate Chamber.

Senators Schuitmaker, Emmons, O’Brien and Warren offered the following resolution:

Senate Resolution No. 117.

A resolution designating January 11, 2018, as Human Trafficking Awareness Day.

Whereas, Human trafficking is a modern-day form of slavery involving the illegal trade of people for exploitation or commercial gain; and

Whereas, Human trafficking is the fastest-growing crime in the world, second only to drug trafficking, according to the U.S. Department of State; and

Whereas, The best estimates indicate that approximately $87 million per day is made off of sex trafficking victims; and

Whereas, Michigan was named the most improved state in 2015 for its laws addressing child sex trafficking, according to Shared Hope International; and

Whereas, Michigan has gained national attention at both the state and federal levels and is now a model state after passing effective legislation in 2013 and 2014 to help combat human trafficking and strengthen victim rights; and

Whereas, This legislative body encourages all Michiganders use this day as an opportunity to educate themselves about human trafficking and be aware of how prevalent it is in our state; and

Whereas, We support victims of human trafficking who have yet to escape or be liberated and offer the gravest concern for those who have had loved ones become victims to human trafficking; and

Whereas, We commend the individuals who have been victims of trafficking, survived and have overcome the atrocity, and continue to support all who have dedicated themselves to putting an end to human trafficking in Michigan; now, therefore, be it

Resolved by the Senate, That the members of this legislative body designate January 11, 2018, as Human Trafficking Awareness Day.

Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

Senator Kowall moved that the rule be suspended.

The motion prevailed, a majority of the members serving voting therefor.

The resolution was adopted.
