SUMMARY:

The Preference in Employment Act, among other things, gives veterans preference in employment for both state and local government employment.

House Bill 4858 would amend the Act to provide that if the state or a political subdivision hires a veteran, it may treat the veteran's military experience as relevant work experience for the purpose of determining his or her wage or salary.

The term "veteran" would be defined to mean that definition specified in section 1 of Public Act 190 of 1965.

FISCAL IMPACT:

The bill would have no fiscal impact on the State or local units of government. Relevant, transferrable military skills and experience are likely already considered by public entities when hiring veterans; therefore, the bill would codify a practice that many organizations already employ. In addition, the use of the term “may” as opposed to “shall” is non-binding and still leaves the decision to adopt the practice up to the public entity.
