Boilerplate Changes from FY 2016-17 Year-to-Date:

  1.  Out-of-State Travel Report. The Senate retained this section after the Governor recommended a less detailed reporting requirement and removed travel restrictions. (Sec. 207)

  2.  Contingency Funds. The Senate retained this section from the previous year after the Governor recommended reorganizing the language. No substantive change to the section was recommended. (Sec. 210)

  3.  Report Retention. The Governor removed a requirement that reports be retained according to State and Federal laws and the Senate concurred. (Sec. 217)

 

  4.  Restored Provisions. The Senate restored the following sections that were removed by the Governor: a section prohibiting the Department from taking disciplinary action against employees who communicate with the Legislature (Sec. 218); a section prohibiting the Department from developing radio or TV productions (Sec. 219); a section requiring the Department to notify the State Budget Office and fiscal agencies of any changes to the existing accounting structure for costs associated with Healthy Michigan (Sec. 220); and a section that limited GF/GP expenditures regarding the Healthy Michigan Plan to meeting reporting requirements (Sec. 221).

  5.  Health Insurance Rate Filings Report. The Senate retained a section that the Governor removed requiring the Department to report to the legislature on the annual rate filings from health insurance issuers. The Senate removed one requirement for this report from the previous fiscal year; that the Department include in its report an estimated percentage of the State's population that is without coverage for more than 6 months in the calendar year. (Sec. 301)
