HOUSE BILL NO. 5598

 

 

 

                       As Amended December 5, 2018

 

 

 

 

 

 

 

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1538f.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1538f. (1) The superintendent of public instruction shall

 

not approve a teacher preparation institution under section 1538a

 

and R 390.1151 to R 390.1153 of the Michigan Administrative Code

 

unless the teacher preparation institution requires all [STAFF AND

 

FACULTY ENGAGED IN TEACHING CLASSROOM METHOD-BASED CLASSES]         

teaching in a teacher preparation program to

 

complete at least 30 hours of continuing education per school year

 

that satisfies at least all of the following:

 

     (a) Is specific to the subject area or areas in which the

 

faculty member teaches.

 

     (b) Includes at least all of the following:


     (i) Observation of academic instruction in a school operated

 

by a school district, intermediate school district, public school

 

academy, or nonpublic school that operates any of grades K to 12.

 

     (ii) A requirement that a faculty member participate in

 

observation of academic instruction in an urban setting during his

 

or her first 2 years of continuing education under this subsection.

 

     (iii) A requirement that a faculty member participate in

 

observation of academic instruction in a rural setting during his

 

or her first 2 years of continuing education under this subsection.

 

     (iv) Experiences with social and emotional learning practices.

 

     (v) Observation of academic instruction with pupils who are

 

English language learners.

 

     (vi) Observation of academic instruction in a school operated

 

by a school district, intermediate school district, public school

 

academy, or nonpublic school with a high population of pupils

 

living in poverty.

 

     (vii) Observation of academic instruction with pupils with a

 

disability.

 

     (viii) Experiences with the teacher evaluation tools used by

 

school districts, intermediate school districts, and public school

 

academies.

 

     (ix) The use of data and statistics to inform instruction and

 

to aggregate local and state assessment data.

 

     (x) Experiences with the development of classroom management

 

skills.

 

     (c) Except as otherwise provided in this section, meets the

 

requirements for approved professional development activities for

teachers in grades K to 12, as determined by the department.

 

     (2) A faculty member described in subsection (1) shall do both

 

of the following:

 

     (a) Demonstrate to the department his or her completion of the

 

continuing education under subsection (1), to the satisfaction of

 

the department.

 

     (b) Submit to a criminal history check by the criminal records

 

division of the department of state police and provide the results

 

to the department, in a form and manner prescribed by the

 

department.

 

     (3) Beginning July 1, [2021], if the superintendent of public

 

instruction approved a teacher preparation institution under

 

section 1538a and R 390.1151 to R 390.1153 of the Michigan

 

Administrative Code before the effective date of this section and

 

the teacher preparation institution did not meet the requirements

 

under this section at the time the approval was issued, the

 

superintendent of public instruction shall revoke the approval. If

 

the superintendent of public instruction revokes an approval under

 

this subsection, the teacher preparation institution may reapply

 

for approval, in a form and manner prescribed by the superintendent

 

of public instruction.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
