     A bill to amend 1976 PA 399, entitled

 

"Safe drinking water act,"

 

(MCL 325.1001 to 325.1023) by amending the title, as amended by

 

1998 PA 56, and by adding section 7a.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

TITLE

 

     An act to protect the public health; to provide for

 

supervision and control over public water supplies; to prescribe

 

the powers and duties of the department of environmental quality;

 

to provide for the submission of plans and specifications for

 

waterworks systems and the issuance of construction permits

 

therefor; to provide for capacity assessments and source water

 

assessments of public water supplies; to provide for the

 

classification of public water supplies and the examination,

 

certification and regulation of persons operating those systems; to

 


provide for continuous, adequate operation of privately owned,

 

public water supplies; to authorize the promulgation of rules to

 

carry out the intent of the act; to create the water supply fund;

 

to provide for the administration of the water supply fund; and to

 

provide penalties; and to provide appropriations.

 

     Sec. 7a. (1) In addition to the sampling and analysis of water

 

conducted under section 7, at least once every 3 years, a supplier

 

of water that provides water to a nonpublic school, a public

 

school, or a child care organization in this state shall collect

 

water samples from drinking water faucets at the school or child

 

care organization and have those samples analyzed in the manner

 

provided in section 7 for the presence of lead and all other

 

contaminants for which there is a state drinking water standard.

 

The results of that analysis shall be provided to the department

 

and to the school or child care organization.

 

     (2) As used in this section:

 

     (a) "Child care organization" means that term as defined in

 

section 1 of 1973 PA 116, MCL 722.111.

 

     (b) "Nonpublic school" means that term as defined in section 5

 

of the revised school code, 1976 PA 451, MCL 380.5.

 

     (c) "Public school" mean that term as defined in section 5 of

 

the revised school code, 1976 PA 451, MCL 380.5.

 

     (3) For the fiscal year ending September 30, 2019, there is

 

appropriated for the department of environmental quality

 

$500,000.00 to reimburse suppliers of water for conducting the

 

sampling and analysis of water required by this section.
