“Dear Lord God of heaven, Creator and Ruler of the universe, we humbly bow before You this afternoon, recognizing our complete dependence on Your good grace for everything. You reign supreme over all, yet You graciously and kindly condescended to us, sinful mankind, through the person and work of Your Son, Jesus Christ, providing the means to restore Your very image in us, that we might have a personal relationship with You.

Father, on this basis I ask You today to give wisdom, understanding, clarity, and insight to these representatives of the people of our great state of Michigan, that they would be able to legislate and serve in a way that best satisfies Your design for human society, that we may lead peaceful and quiet lives in this world of turmoil and strife.

We pray for the various matters that will be discussed and debated on the floor even today. May each representative who speaks to an issue do so with appropriate passion, allowing their mind to be guided not by subjective whim or unbridled emotion, but by objective fact and thoughtful purpose. Though many issues are complex, may they not make them complicated; rather, may they apply Your Truth to every matter.

Our Lord, we acknowledge that we can only effect change according to Your sovereign will, so we ask for the resolve to be faithful to the task while exercising patience, kindness, and understanding in the process. We pray this in the name of Jesus, that we would honor Him in our service to others. Amen.”

House Resolution No. 145.

A resolution pledging opposition to all forms of hate, bigotry, and extremism and pledging support for inclusivity and diversity by forming a Legislators Compact.

Whereas, Michigan is a welcoming state to all. The state legislature is a reflection of the spirit of our great state, and the legislature’s actions set an example for the entire state; and

Whereas, While the ideology of state legislators may differ, we all hold dear the rights enshrined in the United States Constitution, and we share common goals in our duties as public servants. We want to serve our communities, represent our constituents, and improve our state. Though we passionately debate our opinions and disagree with one another, we do so with respect, civility, and collegiality; and

Whereas, Recent bias-motivated violence must compel us, as state legislators, to come together to denounce all forms of hate, bigotry, and extremism; and

Whereas, As leaders in our communities, we must stand together in unity to make it known that hate has no place in our state; now, therefore, be it

Resolved by the House of Representatives, That we pledge to stand together in opposition to any forms of hate speech or overtly bigoted actions and set an example for our state and our citizens; and be it further

Resolved, That we pledge to work to ensure that local police departments have the financial resources necessary to prevent, respond to, and investigate domestic terrorism and hate crimes, and to work with federal authorities when appropriate to ensure that the interests of justice are served; and be it further

Resolved, That we pledge to support the integration of immigrants and other new residents into the community, encourage community activities that celebrate diversity, and educate residents about the different cultures that compose Michigan’s population; and be it further

Resolved, That we pledge to work with creative partners to use various electronic and print media outlets to promote public messages celebrating inclusivity and challenging bias; and be it further

Resolved, That we pledge not to engage in behavior nor support rhetoric that diminishes our state and this legislative body; and be it further

Resolved, That these pledges are bonded together in a Legislators Compact.

The question being on the adoption of the resolution,

House Concurrent Resolution No. 14.

A concurrent resolution to memorialize the Congress of the United States to award a posthumous Medal of Honor to Sergeant Thomas Henry Sheppard for his actions during the Civil War.

Whereas, A most remarkable—and long overlooked—sustained act of patriotism and honor in U.S. military history is credited to Sgt. Thomas Henry Sheppard of Michigan’s Almont, Marlette, and Imlay City area, during his service as flag bearer for Company E, First Michigan Cavalry, in the Civil War; and

Whereas, These actions include riding with his oversize personal flag in multiple engagements with Confederate troops in Stonewall Jackson’s Shenandoah Valley Campaign of 1862 and in the Battle of Gettysburg of 1863; and

Whereas, These actions also include secreting his flag on his person after being wounded in the Battle of Gettysburg, subsequently keeping his flag safely hidden by wrapping it around his body during 505 days as a prisoner of war in Andersonville and other Confederate camps, all the while risking severe punishment or even execution; and

Whereas, Sgt. Sheppard and his flag received wide recognition at multiple Civil War reunions and other events, as reported in newspaper accounts in the late 19th century; and

Whereas, The Sheppard flag, punctured by 72 bullet holes, has been authenticated as genuine after having been restored and preserved for permanent display at the Dearborn Historical Museum; and

Whereas, Sgt. Sheppard never received official recognition for his sustained act of patriotism and honor; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we memorialize the Congress of the United States to award a posthumous Medal of Honor to Sergeant Thomas Henry Sheppard for his actions during the Civil War; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The concurrent resolution was referred to the Committee on Military and Veterans Affairs.
