House Resolution No. 185.

A resolution to declare October 22-28, 2017, as Respiratory Care Week in the state of Michigan.

Whereas, Respiratory care practitioners are well-educated and highly-trained health professionals committed to providing the highest quality patient care. Respiratory care practitioners work in all arenas of health care from the emergency room, critical care units, medical and surgical units, diagnostics, skilled nursing facilities, and home health care; and

Whereas, Respiratory care is an honorable profession and is vital to sustaining high standards of health care; and

Whereas, The number of people affected by chronic lung disease is staggering and it costs Michigan citizens millions annually in hospitalization, physicians visits, and other medical expenses; and

Whereas, Respiratory care practitioners endeavor to educate the public in prevention and early detection of lung disease and encourage family physicians to utilize early screening; and

Whereas, Both state and national observances of this week will focus on increasing public awareness and the importance of early detection of chronic lung disease; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare October 22-28, 2017, as Respiratory Care Week in the state of Michigan; and be it further

Resolved, That respiratory care practitioners across this state be commended for their outstanding contributions to health care.

House Resolution No. 186.

A resolution to declare October 2017 as School Library Month in the state of Michigan.

Whereas, International School Library Month was first approved by the International Association of School Librarianship in 2007; and

Whereas, School libraries and their respective librarians, educators, and volunteers serve on the front lines in the battle against illiteracy as they foster a love for reading and learning in our children. Reading skills are fundamental in laying a foundation for future academic success in every subject, at every grade level and for every student; and

Whereas, According the Michigan Department of Education, Michigan students continue to struggle in reading, with less than half of the state’s third graders passing the English language arts portion of the M-STEP. Nurturing a child’s literacy skills is an investment both schools and parents must make in our children even before they enter kindergarten. The brain undergoes its most significant period of growth in the earliest stages of life, providing a crucial window of opportunity to enrich cognitive development; and

Whereas, Early childhood education may also provide necessary early intervention for students who struggle with emotional, social, or learning disabilities and development delays that could impact their ability to read and write at grade-level. This is especially true for children in low-income communities where time, resources, and funds to ensure healthy development are limited; and

Whereas, Access to school libraries and personnel alone cannot improve Michigan’s reading proficiency scores. Options including school readiness programs and other early childhood programs will empower Michigan students and families to succeed; and

Whereas, School libraries are one of many ways we can ensure students of all ages and walks of life will have access to resources that will allow them to learn and grow as readers and writers while providing an environment that offers social and emotional support; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare October 2017 as School Library Month in the state of Michigan.

“An act to protect and promote the public health; to codify, revise, consolidate, classify, and add to the laws relating to public health; to provide for the prevention and control of diseases and disabilities; to provide for the classification, administration, regulation, financing, and maintenance of personal, environmental, and other health services and activities; to create or continue, and prescribe the powers and duties of, departments, boards, commissions, councils, committees, task forces, and other agencies; to prescribe the powers and duties of governmental entities and officials; to regulate occupations, facilities, and agencies affecting the public health; to regulate health maintenance organizations and certain third party administrators and insurers; to provide for the imposition of a regulatory fee; to provide for the levy of taxes against certain health facilities or agencies; to promote the efficient and economical delivery of health care services, to provide for the appropriate utilization of health care facilities and services, and to provide for the closure of hospitals or consolidation of hospitals or services; to provide for the collection and use of data and information; to provide for the transfer of property; to provide certain immunity from liability; to regulate and prohibit the sale and offering for sale of drug paraphernalia under certain circumstances; to provide for the implementation of federal law; to provide for penalties and remedies; to provide for sanctions for violations of this act and local ordinances; to provide for an appropriation and supplements; to repeal certain acts and parts of acts; to repeal certain parts of this act; and to repeal certain parts of this act on specific dates,”

1. Amend page 4, line 2, by striking out “PRESCRIPTION.” and inserting “PRESCRIPTION, NOT TO EXCEED A 90-DAY SUPPLY. A PHARMACIST WHO DISPENSES ADDITIONAL QUANTITIES OF A PRESCRIPTION DRUG UNDER THIS SUBSECTION SHALL NOTIFY THE PRESCRIBER’S OFFICE THAT ADDITIONAL QUANTITIES OF THE PRESCRIPTION DRUG WERE DISPENSED WITHIN 24 HOURS AFTER DISPENSING THE ADDITIONAL QUANTITIES OF THE PRESCRIPTION DRUG.”.
