Lord, protect our people that are protecting us as a country and as a state. God bless Michigan and all that reside. Amen.”

House Resolution No. 262.
A resolution to declare March 6, 2018, as Lymphedema Awareness Day in the state of Michigan.
Whereas, Lymphedema is a condition that occurs when the natural lymphatic drainage system of the body is damaged, blocked, or does not develop properly, rendering the lymphatic fluid within a certain area such as the arm, leg, torso, head, or neck unable to drain properly, resulting in extreme swelling that impairs mobility and function. This condition can cause pain and significantly impair the quality of life of the affected individual; and
Whereas, The total number of individuals living with or at risk for lymphedema is difficult to establish because lymphedema is underreported and often misdiagnosed; and
Whereas, The underdiagnosis and subsequent lack of treatment for lymphedema patients costs healthcare providers and healthcare insurers, including the Medicare program, millions of dollars each year because if lymphedema is left untreated the potential for infection is greatly increased, requiring immediate emergency treatment; and
Whereas, Primary lymphedema is a heritable condition that may present itself at any point in life, and secondary lymphedema may develop following cancer treatment or other burns and injuries, including those sustained by combat veterans. The World Health Organization estimates that more than 150,000,000 individuals worldwide have secondary lymphedema; and 120,000,000 individuals worldwide are infected with lymphatic filariasis, which leads to lymphedema; and
Whereas, Stanford University estimates that as many as 10,000,000 individuals in the United States are affected by lymphedema. The Centers for Disease Control and Prevention estimate that a high percentage of elderly cancer survivors will develop lymphedema. The National Cancer Institute predicts that, not later than 2020, the number of senior cancer survivors will increase by 42 percent and as many as 3,000,000 Medicare beneficiaries that are cancer survivors will require treatment for lymphedema. Lymphedema affects an estimated 15 percent of all cancer survivors and 40 percent of all breast cancer patients; and
Whereas, In recognition of the financial, physical, and psychological impact that lymphedema has on each individual afflicted with the condition, it is imperative that the people of Michigan support each courageous individual living and coping with this debilitating condition; and
Whereas, Each caregiver, whether a professional or not a professional, of each individual afflicted with lymphedema, also deserves recognition, as well as each advocate and healthcare provider spending their time and resources battling lymphedema; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare March 6, 2018, as Lymphedema Awareness Day in the state of Michigan.

House Resolution No. 263.
A resolution to declare March 2018 as Organ Donor Appreciation Month in the state of Michigan.
Whereas, Despite continuing efforts at public education, misconceptions and inaccuracies about organ donation and transplantation persist; and
Whereas, Access to sufficient healthcare services is a fundamental human right and is a primary concern for the vast majority of individuals and families across all demographics within our society; and
Whereas, The United States spends more money per capita on health care than any other nation, nearly $10,000 per person in 2016; and
Whereas, People with End Stage Renal Disease (ESRD) have kidney disease that has progressed to the point that, without treatment, they would die from complications of kidney failure. The ESRD population continues to increase, with total Medicare expenditures approaching $30 billion in 2013; and
Whereas, Many illnesses can be cured instead of merely treated by means of organ transplantation from both living and deceased donors; and
Whereas, Around 50% of Michigan adults have registered with the Michigan Organ Donor Registry, up from 27 percent in 2010. It is imperative that all citizens are aware of the opportunity and are encouraged to save and enhance the lives of others through organ donation and transplantation; and
Whereas, It is possible to transplant approximately 25 different organs and tissues, such as liver, bone marrow, cartilage, cornea, hearts, kidney, lung, pancreas, and recently Vascularized Composite Allografts (VCAs) which involve the transplantation of multiple structures that may include skin, bone, muscles, blood vessels, nerves, and connective tissue. The most commonly known type of VCAs are for hand and face transplants; and
Whereas, Organ and tissue donation from one individual can save or enhance the lives of more than 100 people; and
Whereas, Almost anyone can be an organ donor, regardless of age or medical history. New advancements in treatment options allow previously excluded donor candidates to contribute to enhancing the lives of others. These advancements include treatment of previously unusable organs, infected with Hepatitis C, to be utilized in transplantation instead of being discarded; and
Whereas, Acknowledgement and appreciation of these noble individuals who selflessly contribute, in the ultimate act of generosity and altruism, to those in greatest need; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare March 2018 as Organ Donor Appreciation Month in the state of Michigan. Public Act 1 of 1936, Section 421.8 of the Michigan Compiled Laws, requires the Unemployment Insurance Agency to report annually to the Governor and the Legislature any amount, in excess of $1.00, that the maximum weekly unemployment benefit rate would increase if the annual increase in the United States Department of Labor’s Consumer Price Index (CPI) were applied to the maximum weekly benefit rate. Pursuant to this requirement, please find the fiscal year 2017 report attached.
