Rev. William H. Tindall, Pastor of St. Michael the Archangel Parish in Livonia, offered the following invocation:

“Lord, Blessed Solanus Casey taught that when we pray that it should begin in a sense of gratitude for what we have received and that for what we hope to achieve.

Lord we are grateful for the freedom that we enjoy where men and women can pursue their hopes and dreams and create for themselves a life of integrity.

We are also grateful for the many great blessings given to our beloved state of Michigan. In a very special way Lord, we are grateful that this state has many talented and dedicated people, who throughout its history, and to this present day, work to make this a wonderful place to live and raise families.

Lord, now, we seek Your blessing and guidance upon those here, chosen by the people of this great State; grant them a desire to seek Your will, which Scared Scripture has identified as a wisdom above all human reasoning. Guide them in their deliberations, so that their decisions may bring peace, harmony and safety to our state, families and our schools.

What we ask this day we do so with humility before Your majesty, realizing that what has been achieved through human intelligence and courage is Your gift. Please now be with these elected representatives as they carry on the business of Your people. Amen.”

House Resolution No. 270.

A resolution to declare March 12-18, 2018, as Aviation Week in the state of Michigan.

Whereas, We are in the 21st century, moving further into the air age and a global economy, and airport infrastructure is critical for our economy to compete in today’s marketplace; and

Whereas, Michigan’s geography as a peninsula makes aviation necessary for the fast and efficient transport of people, goods, and services; and

Whereas, Over 1.4 billion pounds of air cargo are carried into the state annually to support Michigan businesses. General aviation contributes $21.9 billion annually to our state economy; and

Whereas, Our businesses, industries, and foreign firms need reliable runways, taxiways, and navigational systems for the conducting of their businesses. Michigan boasts 234 public-use airports, serving over 13,550 pilots and 6,000 general aviation aircraft; and

Whereas, More than 1,000 Michigan companies, employing 1 million people, operate their own aircraft. Our state is home to 53 charter flight companies, 97 repair stations, and 70 flight schools; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare March 12-18, 2018, as Aviation Week in the state of Michigan.

House Resolution No. 271.

A resolution to declare March 13, 2018, as Agriculture Day in the state of Michigan.

Whereas, Each year, states across the nation recognize March as a time to celebrate the importance of food and agriculture as a significant contributor to the national economy; and

Whereas, The Michigan food and agriculture industry contributes more than $101.2 billion annually to the state’s economy and supports nearly one million jobs, roughly 22 percent of the state’s workforce; and

Whereas, Michigan’s food and agriculture sector is the second most diverse in the country with over 52,000 farms, 99 percent of which are family-owned, farming nearly 10 million acres of farmland and commercially producing more than 300 food and agricultural commodities. The state is the largest producer of asparagus, tart cherries, cucumbers, squash, Niagara grapes, and three varieties of dry beans – black, cranberry and small red; and ranks in the top ten for 28 additional commodities, including apples, sugar beets, potatoes, blueberries and celery; and

Whereas, We are a major dairy state, ranking sixth nationally in pounds of milk produced. Dairy is the leading segment of Michigan’s agriculture economy, contributing 27 percent of the total cash receipts and generating nearly 40,000 jobs, directly and indirectly, both on and off the farm; and

Whereas, The industry supports more than 300 farmers markets in communities across the state, produces hops that have helped to grow more than 300 breweries, and has long supported the more than 140 wineries that call the Great Lakes State home; and

Whereas, Michigan exports about one-third of its agricultural commodities each year, generating nearly $2.12 billion. Almost 52 percent of Michigan’s agricultural exports go directly to Canada, our number one export market, and rounding out the top countries eager for Michigan-grown products are China, Mexico, Japan, and Thailand; and

Whereas, Food processing is a large contributor to the state’s economy. Michigan is home to more than 2,100 licensed food processors who employ more than 30,000 residents and generate nearly $25 billion in economic activity; and

Whereas, Michigan is home to the nation’s pioneer land-grant university, Michigan State University, where the Colleges of Agriculture and Natural Resources and Veterinary Medicine, in partnership with the industry and the Michigan Department of Agriculture & Rural Development, provide research, education, and support for the growth of production agriculture and agribusinesses; and

Whereas, Michigan’s food and agricultural sector continues to be a growing industry offering new business and career opportunities for Michiganders, making food and agriculture a cornerstone of Michigan’s continued prosperity; and

Whereas, During the month of March we celebrate National Agricultural Week and Michigan Food and Agriculture Month; Agriculture Day at the Capitol is March 13; Michigan State University hosts the State FFA Convention as well as Agriculture and Natural Resources Week; now, therefore, be it

Resolved by the House of the Representatives, That the members of this legislative body declare March 13, 2018, as Agriculture Day in the state of Michigan. We encourage all citizens to recognize and celebrate this momentous occasion.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending section 9a (MCL 247.659a), as amended by 2012 PA 298.
