Senate Resolution No. 102.
A resolution commemorating October 7-8, 2017, as Buy Nearby Weekend.
Whereas, Buy Nearby is an ongoing, year-round campaign launched by the Michigan Retailers Association to benefit Michigan communities and their retail businesses; and
Whereas, The campaign, now in its fifth year, encourages Michiganders to buy from retail businesses near where they live, work, vacation, or visit in Michigan so more shopping dollars stay in our local communities and state economy; and
Whereas, Buy Nearby strives to bring a “Pure Michigan” feeling to shopping and get shoppers committed to buying nearby in Michigan; and
Whereas, Retailing is responsible for 850,000 jobs in Michigan, and if shoppers commit to buying nearby in Michigan we can create more local jobs through increased local purchases; and
Whereas, Michigan shoppers would create an additional $9 billion in economic activity and nearly 74,000 new jobs amounting to $2.5 billion in additional wages if everyone practiced Buying Nearby; and
Whereas, Each purchase made when someone buys nearby in Michigan keeps more money within Michigan communities, which improves the vitality of Michigan’s local economies and the quality of life, and directly supports our communities, our schools, and our infrastructure; and
Whereas, The year-round Buy Nearby campaign has designated October 7-8, 2017, as Buy Nearby Weekend, a two-day observance for all to celebrate local communities and their retail businesses; and
Whereas, Communities and retailers are encouraged to offer special events and other promotions to encourage local shopping and stimulate Michigan’s economy on Buy Nearby Weekend; and
Whereas, Residents are encouraged to go shopping with family and friends and support their communities and local retailers by posting photos and comments on social media; and
Whereas, Buy Nearby weekend will demonstrate that buying nearby can be fun and rewarding to local communities and consumers; now, therefore, be it
Resolved by the Senate, That members of this legislative body hereby commemorates October 7-8, 2017, Buy Nearby Weekend; and be it further
Resolved, That the people of the state of Michigan are encouraged to buy nearby on these two days and every day.
Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

Senator Colbeck offered the following concurrent resolution:
Senate Concurrent Resolution No. 25.
A concurrent resolution to memorialize the Congress of the United States to expand federal tax exemptions and contribution limits for state-sponsored education savings accounts and to allow federal education funding to be deposited into student-specific education savings accounts.
Whereas, Tax-advantaged education savings accounts are crucial components to making secondary and postsecondary education affordable. The federal government offers tax incentives for state-sponsored 529 college savings plans that make it easier to save for college and other postsecondary training for a designated beneficiary. Individuals are also able to save for education expenses in tax-advantaged Coverdell Education Savings Accounts (ESAs). Like 529 plans, Coverdell ESAs offer tax-free investment growth and tax-free withdrawals when the funds are spent on qualified education expenses. However, in addition to college expenses, certain K-12 purchases are also considered qualified expenses when using a Coverdell ESA; and
Whereas, The federal tax code limits the benefits of education savings accounts. Contributions to 529 plans and Coverdell ESAs cannot be deducted from a tax filer’s federal taxable income. Moreover, the total contribution to a beneficiary’s Coverdell ESA is limited to $2,000 annually; and
Whereas, The Michigan Education Savings Program (MESP) is a state-sponsored, tax-advantaged 529 college savings plan that helps families and individuals plan for the cost of higher education; and
Whereas, Legislation in the state of Michigan to create the Enhanced Michigan Education Savings Program (E-MESP) would go beyond the higher education scope of current MESP plans to include K-12 and lifelong education pursuits. Interest on balance, qualified withdrawals, and contributions up to $5,000 for single filers and $10,000 for joint filers would be exempt from the Michigan income tax. Under the federal tax system, contributions to the E-MESP would continue to be subject to federal income taxes; now, therefore, be it further
Resolved by the Senate (the House of Representatives concurring), That we memorialize the Congress of the United States to expand federal tax exemptions for state-sponsored education savings accounts to cover contributions to those accounts and to allow them to be used for K-12 educational expenses; and be it further
Resolved, That we urge Congress to increase the annual contribution limits of Coverdell ESAs to align with the tax-exempt contribution limits found in the Enhanced Michigan Education Savings Program; and be it further
Resolved, That we urge Congress to allow federal education funding to be deposited into qualified student-specific education savings accounts; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

Senator Bieda’s statement is as follows:
I rise for a memorial tribute to a friend of mine and a community activist in Macomb County who recently passed away. Her funeral was yesterday. I’d like you to pay a couple minutes listening to some of my memories of a very good friend whose name was Nancy White. She was 79 years old and she was an inexhaustible public servant, volunteer, and community leader. I want to offer my condolences to her family and friends and everybody she touched in her lifetime.
Nancy was born in Detroit on April 12, 1938, and was a graduate of Morenci High School where she met her husband and partner of 45 years, Daryl. She went on to graduate from Michigan State University, and obtained her master’s degree in guidance and counseling from Wayne State University in 1971. She worked in the Fraser Public Schools from 1962 to 1985, helping children in the community grow, learn, and advance. She also worked for the Michigan Education Association Local No. 1, advocating for her fellow educators for over a decade. Nancy served on the Macomb County Board of Commissioners from 1993 to 2006. She served as chair of the Board of Commissioners from 2003 to 2006, and, as I recall, I believe she was the first woman to hold that post. One of her most notable moments was successfully managing the campaign of then-State Representative David Bonior who was elected to the United States House of Representatives in 1976.
Nancy didn’t just limit herself to helping others in her career, but she volunteered with creating a healthier Macomb, the Macomb United Way as a community service director, and also as chair of the Mental Health Board of Macomb County. Nancy also spearheaded Macomb Together for Hurricane Relief and Macomb Together Helping at Home, organized to keep Selfridge Air National Guard Base and the United States Army Tank Automotive Command open; and founded Focus Macomb, the Call to Care Initiative, and the Strategic Visioning Task Force. Her efforts also led to the creation of an ethics policy for elected officials and county employees as well as the county’s employee feedback program. Nancy was recognized with the Alexander Macomb Outstanding Citizen of the Year Award for her hard work and dedication.
After many years of helping the community, Nancy moved to Annapolis, Maryland to be closer to her family and watch her grandchildren grow. Nancy is survived by her children Karen and Rob, and her five grandchildren who will cherish her memory.
A moment of silence was observed in memory of Nancy White, Macomb County community activist.
