The following message from the Governor was received:

November 14, 2019

Today I signed Enrolled Senate Bill 530, a budget implementation bill that extends and increases air quality fees that fund the state’s important work in implementing the Clean Air Act

In addition to these important extensions, SB 530 amends Section 5501(b) of the Natural Resources and Environmental Protection Act, which defines the term “air pollution.” Originally, section 5501(b) provided that” [a]ir pollution…excludes all aspects of employer-employee relationships as to health and safety hazards.” As amended, section 5501(b) provides that “[a]ir pollution does not mean any health or safety hazard that is an aspect of employer-employee relationships.”

I write merely to confirm my understanding that this amendment is purely stylistic, reflecting the preference of the Legislative Services Bureau rather than any legislative intent to change the scope of the Natural Resources and Environmental Protection Act.
