SUMMARY:

House Bill 5119 would amend the Michigan Planning Enabling Act to expand eligibility for membership on planning commissions to allow volunteers, police officers, fire fighters, and medical first responders of a local unit of government to serve on that local unit’s planning commission.

Planning commissions are commissions empowered by the act to recommend the borders of zoning districts and appropriate regulations to be enforced within those districts. A county, city, village, or township can create a planning commission.

For purposes of the bill, volunteer would mean an appointment or employment for which an individual receives no compensation for work provided, or an appointment or employment for which an individual receives compensation in the form of reasonable expenses incurred during the course of the appointment or employment or other reasonable benefits, such as length of service awards or nominal fees.
