CONTENT

 

The bill would amend Article 11 (Barbers) of the Occupational Code to allow a barber apprenticeship to fulfill a necessary requirement before the Department of Licensing and Regulatory Affairs (LARA) could issue a license to practice as a barber to an individual.

 

Under the Code, LARA is required to issue a license to practice as a barber to an individual who fulfills certain requirements. Specifically, the individual must fulfill the following:

 

 --    Be at least 17 years of age.

 --    Be of good moral character.

 --    Pass an examination approved by the Board of Barber Examiners or LARA.

 --    Have completed the tenth grade of school or have an equivalent education as determined by LARA.

 

The individual also must demonstrate satisfactory completion of not less than an 1,800-hour course of study at a licensed barber college. The bill also would allow the completion of a barber apprenticeship to satisfy this requirement.

 

A barber apprenticeship would not satisfy the above requirement unless it included at least a total of 2,000 hours of on-the-job training in all of the following areas for the approximate hours listed below:

 

 --    A total of at least 550 hours of haircutting, male and female (which would have to include at least 150 hours of regular taper cutting (male); 350 hours of hairstyling male, female, and children; and 50 hours of shaving and beard trimming).

 --    A total of at least 50 hours of facials, male and female.

 --    A total of at least 50 hours of shampooing and scalp treatments.

 --    A total of at least 450 hours of permanent waving (which would have to include at least 150 hours of regular perms, 50 hours of partial perms, 100 hours of stac perms, and 150 hours of natural perm curl).

 --    A total of at least 300 hours of coloring hair, male and female (which would have to include at least 150 hours of full color, 50 hours of highlighting, 50 hours of bleaching complete, and 50 hours of frosting).

 --    A total of at least 50 hours of hair relaxing.

 --    A total of at least 250 hours of hair pieces (which would have to include at least 100 hours of selling, 75 hours of fitting both plaster of paris and tape, 50 hours of styling and cutting, and 50 hours of maintaining upkeep).


 --    A total of at least 125 hours of shop management (which would have to include bookkeeping, psychology of working with people, tax service, stock/supply equipment inventory). 

 --    A total of at least 100 hours of professional ethics.

FISCAL IMPACT

 

The bill would not have a significant fiscal impact on the Department of Licensing and Regulatory Affairs or local units of government. The bill could increase the number of individuals who apply for licenses; however, any increase in licensees because of the addition of a barbershop apprenticeship as a qualification for practice would not have a significant effect on revenue or expenditures.
