CONTENT

 

The bill would amend the Sex Offenders Registration Act to require the distribution of $3.4 million for fiscal year (FY) 2019-20 from the Sex Offenders Registration Fund to the State's General Fund.

FISCAL IMPACT

 

The bill would provide for a $3.4 million increase in FY 2019-20 General Fund/General Purpose (GF/GP) revenue. This transfer of funds from the Sex Offenders Registration Fund to the State GF/GP budget would apply only during FY 2019-20 and would result a reduction in the amount of available carry forward funding. This funding had been earmarked for an information technology rewrite of the registry, which was delayed, in part, because of uncertainty regarding its required content. This proposed transfer of restricted revenue to the General Fund reflects an agreement between legislative leadership and the administration for the purposes of balancing the FY 2019-20 State budget.
