CORONAVIRUS REPORTING; NURSING HOMES H.B. 6137 (H-1):
SUMMARY OF HOUSE-PASSED BILL

CONTENT
The bill would amend the Public Health Code to do the following:
-- By November 15, 2020, and weekly thereafter, require the Department of Health and Human Services (DHHS), in consultation with the Department of Licensing and Regulatory Affairs (LARA), to post data on its publicly available website that included certain information related to the coronavirus for each nursing home in the State.
-- By November 15, 2020, and weekly thereafter, require the DHHS to post on its publicly available website the historical data that it had collected regarding coronavirus in nursing homes.
The bill is tie-barred to Senate Bill 1094 which generally would require the DHHS, by November 15, 2020, to develop and submit a report concerning the coronavirus and Michigan nursing homes and to implement certain procedures for the care of individuals in care and recovery facilities who have tested positive for the coronavirus.
Specifically, the bill would require, by November 15, 2020, and each week thereafter, the DHHS, in consultation with LARA, to post data on its publicly accessible website that included all the following for each nursing home in the State or any information that the DHHS determined was similar to the following:
-- The new number of coronavirus positive cases and deaths among nursing home residents and staff for the reporting period.
-- The new number of nursing homes conducting new coronavirus tests for the reporting period.
-- The new number of nursing home residents from another nursing home that were previously diagnosed with coronavirus and continued to require transmission-based precautions.
-- The cumulative number of coronavirus cases and deaths among nursing home residents and staff, to date.
-- The cumulative number of nursing home residents from another nursing home who were previously diagnosed with coronavirus and continued to require transmission-based precautions.
-- An inventory of current stock of medical supplies and personal protective equipment.
-- The current version of any visitation policy issued by the DHHS affecting nursing homes.
(The bill would define "coronavirus" as defined in Section 5145 (which Senate Bill 1094 would add): severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2).)
In addition, by November 15, and weekly thereafter, the DHHS would have to post on its publicly available website the historical data that it had collected regarding coronavirus in nursing homes. These data would have to be posted in a manner that provided for longitudinal tracking and trending of, at a minimum, cases of coronavirus, deaths resulting from coronavirus, and testing for coronavirus in nursing homes.

FISCAL IMPACT
The bill would require the DHHS to report data on coronavirus cases among nursing home residents and staff. This would lead to very minor administrative costs for the Department.
