Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is $5,000,000.00 and total state spending from state sources to be paid to local units of government is $0.00.

Sec. 202. The appropriations made and expenditures authorized under this part and part 1 and the departments, commissions, boards, offices, and programs for which appropriations are made under this part and part 1 are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

Sec. 203. If the state administrative board, acting under section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount appropriated under this act, the legislature may, by a concurrent resolution adopted by a majority of the members elected to and serving in each house, intertransfer funds within this act for the particular department, board, commission, office, or institution.

 

DEPARTMENT OF LABOR AND ECONOMIC OPPORTUNITY

Sec. 351. From the funds appropriated in part 1, the unemployment insurance agency shall allocate not less than $2,000,000.00 to establish proper health and safety protocols to prevent the spread of COVID-19 across both staff and the public by December 1, 2020. This may include, but is not limited to, personal protective equipment, barriers, and social distancing measures or other measures and practices. The funds appropriated in part 1 are allocated to ensure the unemployment insurance agency maintains full-time, in-person services at the 12 existing unemployment

insurance local offices and to not require an individual to schedule an appointment to receive in-person services after November 30, 2020. The unemployment insurance agency may offer in-person services by appointment.

 

DEPARTMENT OF STATE

Sec. 401. From the funds appropriated in part 1, the department of state shall allocate not less than $3,000,000.00 to establish proper health and safety protocols to prevent the spread of COVID-19 across both staff and the public by December 1, 2020. This may include, but is not limited to, personal protective equipment, barriers, and social distancing measures or other measures and practices. The funds appropriated in part 1 are allocated to ensure the department of state maintains full-time, in-person services at each secretary of state branch office and to not require an individual to schedule an appointment to receive in-person services after November 30, 2020. The department of state may continue to offer in-person services by appointment after November 30, 2020.
