entities; and to provide for civil fines.

A bill to amend 1939 PA 178, entitled “An act
to provide for the collection of water or sewage system rates, assessments,
charges, or rentals; and to provide a lien for water or sewage system services

section 6 (MCL 123.166), as amended by 1981 PA 132, and by adding sections 1a,
1b, 1c, 1d, and 1e.

certain providers of water and sewerage service in this state; to prescribe the

provide for alternative energy suppliers; to provide for licensing; to include
municipally owned utilities and other providers of energy under certain
provisions of this act; to create a public service commission and to prescribe
and define its powers and duties; to abolish the Michigan public utilities
commission and to confer the powers and duties vested by law on the public
service commission; to provide for the powers and duties of certain state
governmental officers and entities; to provide for the continuance, transfer,
and completion of certain matters and proceedings; to abolish automatic
adjustment clauses; to prohibit certain rate increases without notice and
hearing; to qualify residential energy conservation programs permitted under
state law for certain federal exemption; to create a fund; to encourage the
utilization of resource recovery facilities; to prohibit certain acts and
practices of providers of energy; to allow for the securitization of stranded
costs; to reduce rates; to provide for appeals; to provide appropriations; to
declare the effect and purpose of this act; to prescribe remedies and
penalties; and to repeal acts and parts of acts,” by amending sections 6 and 6a
(MCL 460.6 and 460.6a), section 6 as amended by 2005 PA 190 and section 6a as
amended by 2016 PA 341, and by adding section 6aa.

House Resolution No. 57.
A
resolution to urge the President and the United States Department of Health and
Human Services to repeal the new rule changing funding eligibility for the
Title X family planning program.
Whereas,
The U.S. Department of Health and Human Services released a new rule rendering
organizations ineligible for Title X funding if they provide or refer patients
for abortions, effective May 3, 2019. First enacted in 1970, Title X of the
Public Health Service Act is the only federal grant program solely dedicated to
funding family planning and preventive health services for low-income patients;
and
Whereas,
The new rule threatens access to fundamental medical services for the 4 million
low-income patients who rely on Title X-funded organizations for their health
care. The rule creates barriers to the numerous health care services provided
by these organizations, including services that are completely unrelated to
abortion, such as screenings for breast and cervical cancer and testing and
treatment for sexually transmitted infections; and
Whereas,
Michigan receives approximately $7.4 million per year in Title X funding; and
Whereas,
62,700 Michigan residents received Title X services through local health
departments or Planned Parenthood; and
Whereas,
The Michigan Department of Health and Human Services (MDHHS), which oversees
the Title X funds in the state, stated that the new rule presents “challenges
for all the providers in our network”; and
Whereas,
Nineteen leading medical and health care organizations representing more than
4.3 million health care providers, including the American College of
Obstetricians and Gynecologists and American College of Physicians, opposed the
rule change in a joint letter citing its disregard for evidence-based medicine
and the expertise of the scientific and medical community; and
Whereas, The rule will cause irreversible harm to the
provider-patient relationship by requiring providers to omit critical health
care information thus undermining patient confidence in their care; now,
therefore, be it
Resolved
by the House of Representatives, That we urge the President and the United
States Department of Health and Human Services to repeal the new rule changing
funding eligibility for the Title X family planning program; and be it further
Resolved,
That copies of this resolution be transmitted to the President of the United
States and the Secretary of Health and Human Services.
The
resolution was referred to the Committee on Families, Children, and Seniors.
