A
resolution to declare April 15-21, 2019, as Aviation Week in the state of
Michigan.
Whereas,
We are in the 21st century, moving further into the air age and a global
economy, and airport infrastructure is critical for our economy to compete in
today’s marketplace; and
Whereas,
Michigan’s geography as a peninsula makes aviation necessary for the fast and
efficient transport of people, goods, and services; and
Whereas,
Nearly 1 billion pounds of air cargo are carried into the state annually to
support Michigan businesses. General aviation contributes $21.9 billion
annually to our state economy; and
Whereas,
Our businesses, industries, and foreign firms need reliable runways, taxiways,
and navigational systems for the conducting of their business. Michigan boasts
234 public-use airports, serving over 13,550 pilots and 6,000 aircraft;
and
Whereas,
More than 1,000 Michigan companies, employing 1 million people, operate their
own aircraft. Our state is home to 53 charter flight companies, 97 repair
stations, and 70 licensed flight schools; now, therefore, be it

A
resolution to declare April 14-20, 2019, as Public Safety Telecommunicators
Week in the state of Michigan.
Whereas,
Public Safety Telecommunicators Week is celebrated on a national level during
the month of April; and
Whereas,
Emergencies can occur at any time that require police, fire or emergency
medical services. The prompt response of police officers, firefighters and
paramedics is critical to the protection of life and preservation of property.
The safety of our police officers and firefighters is dependent upon the
quality and accuracy of information obtained from citizens who telephone 911
emergency communications centers; and
Whereas, Public safety telecommunicators demonstrate
great care and professionalism throughout the various duties of their job.
Public safety telecommunicators are the first and most critical contact
Michiganders have with emergency services. Public safety telecommunicators are
a vital link for our police officers and firefighters by monitoring their
activities by radio, providing them information and ensuring their safety; and
Whereas,
Public safety telecommunicators have contributed substantially to the
apprehension of criminals, suppression of fires and treatment of patients; now,
therefore, be it
Resolved
by the House of Representatives, That the members of this legislative body
declare April 14-20, 2019, as Public Safety Telecommunicators Week in the state
of Michigan. We recognize the contributions that telecommunicators have made to
Michigan’s communities; and be it further
Resolved,
That we commend public safety telecommunicators for helping to ensure the
safety of our communities throughout Michigan.

A
resolution to declare April 16, 2019, as Healthcare Decisions Day in the state
of Michigan.
Whereas,
National Healthcare Decisions Day is April 16, 2019, and is designed to raise
public awareness of the need to plan ahead for health care decisions related to
end of life care and medical decision-making whenever patients are unable to
speak for themselves and to encourage the specific use of advance directives to
communicate these important health care decisions; and
Whereas,
It is estimated that only about 20 percent of people in Michigan have executed
an advance directive, in part due to a lack of knowledge about advance
directives and considerable public confusion arising from advance directives
that are often written in difficult to understand legal and medical terms; and
Whereas,
Easy-to-understand advance directives that are written in plain language, such
as Five Wishes and Elder Law of Michigan, distributed by the non-profit organization
Aging with Dignity, are desirable because they enable completion and foster
important family discussions; and
Whereas,
Because Five Wishes is available in 29 languages and in Braille, citizens of
our ethnic and culturally diverse state can, like English speakers, state their
wishes about comfort, dignity, and the personal, family, and spiritual issues
that matter most; and
Whereas,
Michigan citizens can complete an advanced directive and submit it to the
statewide registry called Peace of Mind; and
Whereas,
One of the principal goals of Healthcare Decisions Day is to encourage
hospitals, nursing homes, assisted living facilities, continuing care
retirement communities, and hospices to participate in a statewide effort to
provide clear and consistent information to the public about advance directives
and increase the number of Michigan residents with advance directives; and
Whereas, Many of the Michigan health care, business,
faith-based groups, and senior services organizations have
demonstrated commendable leadership in furthering patient and caregiver-focused
advance care planning, and are committed to educating the public about the
importance of discussing health care choices and completing advance directives;
and
Whereas,
As a result of April 16, 2019, being recognized as Healthcare Decisions Day
throughout Michigan, more citizens will have conversations about their health
care decisions, more citizens will execute advance directives to make their
wishes known, and fewer families and health care providers will have to
struggle with making difficult health care decisions in the absence of guidance
from the patient; now, therefore, be it
Resolved
by the House of Representatives, That the members of this legislative body
declare April 16, 2019, as Healthcare Decisions Day in the state of Michigan.
We call this observance to the attention of all our citizens.
