creator of all that is good, gather with us and bless us with Your life-giving
presence.
As we humbly acknowledge You and Your
goodness to us and thank You for the blessings You have bestowed on us, we also
call upon Your guidance and aid.
Let the light of Your divine wisdom
direct the members of the House of Representatives, their staffs and all who
support them. May that wisdom shine forth in all their proceedings. May they
discharge their duties with honesty, integrity and a commitment to the common
good.
Give them the grace to embrace their
roles as privileged opportunities, not for self-gain, but for the service of
the people entrusted to their care including and especially the weakest and
most vulnerable.
Give them the courage to stand against
the forces of evil and all that would debase human dignity and civility.
Give them the humility to listen with
open hearts to Your word and to the voices of those they lead and serve
including those who may oppose their views.
May they advocate without accusation,
disagree without disrespect, always seeking to build bridges that unite those
they serve in common purpose and in the service of the common good.

Senate
Concurrent Resolution No. 16.
A concurrent resolution of
tribute offered as a memorial for William Grawn Milliken, former governor and
member of the Senate.
Whereas, The members of the Michigan
Legislature were saddened to learn of the passing of William G. Milliken. One
of the great leaders in Michigan history, he piloted our state through some of
its most difficult years with civility, integrity, and an unerring belief in
the ability of people to come together to solve Michigan’s most pressing
problems; and
Whereas, A native of Traverse City,
William Milliken was born into a family of political and business leaders. The
importance of service, generosity, and hard work were instilled in his youth,
as well as a love of the outdoors, and would shape his future endeavors. Upon
graduation from Traverse City High School in 1940, he attended Yale University,
until he chose to bravely serve his country in the U.S. Army Air Corps in World
War II. Over his two years of active service, he flew numerous dangerous missions
as a waist-gunner on B-24 bombers and was awarded a number of medals, including
a Purple Heart and an Air Medal. In 1945, he returned stateside to marry the
love of his life, Helen, and complete his bachelor’s degree. He returned to
Traverse City and spent the subsequent years running the family business, J.W.
Milliken, Inc., serving on the Michigan Waterways Commission, and starting his
family, among other endeavors. In 1960, he followed in the footsteps of his
father and grandfather and was elected to serve in the Senate for the first
time; and
Whereas, As a member of the Senate,
William Milliken began to establish his place as a leading moderate voice in
Michigan politics. He stood up for civil rights and called for new programs to
promote tourism and agriculture, expand community colleges, provide
scholarships for high school graduates, address mental illness, and increase
local revenue. He worked to preserve scenic beauty on highways by limiting
billboards and sponsored legislation to support education through parochial
schools. He served as chair of the Education Committee and the Veterans’
Affairs Committee, and, in his second term, was selected as majority floor
leader. He left the Senate upon his election as Governor George Romney’s
lieutenant governor in 1964, an office he would hold for the next five years;
and
Whereas, William Milliken rose to the
position of governor in 1969 following Governor Romney’s appointment as United
States Secretary of Housing and Urban Development. Over the next 14 years,
Governor Milliken would leave his mark on our state, establishing a nationally
recognized standard for effective leadership. At a time of great unrest and
deep economic crises in Michigan and our nation, his basic decency, kindness,
and charm allowed him to build bipartisan alliances and solutions to Michigan’s
problems. Mild-mannered and thoughtful, he made difficult decisions and pursued
policies on the environment, economy, civil rights, education, urban
revitalization, and many other issues that he believed would benefit the state
of Michigan and all of its citizens in the long run. He left office as Michigan’s
longest-serving governor; and
Whereas, William Milliken remained an
active and respected figure and independent voice in the political landscape
for decades after he left office. He served on corporate and nonprofit boards
and commissions and remained a strong advocate for the Great Lakes, criminal
justice reform, and other issues; and
Whereas, William Milliken’s life and
legacy of service to our state and its people will not soon be forgotten. An
icon of Michigan politics and a true statesman, he will be remembered as a
steadfast champion for the common good and the ability of government to serve
that good. May he rest in peace; now, therefore, be it
Resolved by the Senate (the House of
Representatives concurring), That we offer this expression of our highest
tribute to honor the memory of William Grawn Milliken, a member of the Senate
from 1961 to 1964, lieutenant governor and president of the Senate from 1965 to
1969, and governor from 1969 to 1982; and be it further
Resolved, That copies of this
resolution be transmitted to the Milliken family as evidence of our lasting
esteem for his memory.

A
resolution to declare December 4, 2019, as Pallister-Killian Syndrome Awareness
Day in the state of Michigan.
Whereas,
Pallister-Killian Syndrome (PKS) is a rare genetic disorder resulting from the
double duplication of the short arm of chromosome 12, causing children to
suffer low muscle tone, seizures, global development delays, hearing and vision
loss, and other conditions; and
Whereas,
PKS happens randomly at conception and for no known reason. It is thought that
there are fewer than 300 diagnosed cases in the world. However, many doctors
believe that the incidences of PKS are much higher, possibly as many as 2,000
cases exist in the United States alone. Improper testing methods and lack of
awareness of this condition is the main cause for the undiagnosed cases; and
Whereas,
It is the goal of this resolution to promote research, education, and raise
awareness within the medical community to ensure early diagnoses of children
with PKS; and
Whereas,
Increased awareness of this condition will help families and caregivers of
children with PKS acquire the resources and support they need to manage this
disorder; now, therefore, be it

by the House of Representatives, That the members of this legislative body
declare December 4, 2019, as Pallister-Killian Awareness Day in the state of
Michigan.

by inserting “A local labor organization that conducts such training or
operates such a school or does not otherwise qualify as a supplier is not
subject to the contribution prohibitions of section 7b.”.

contribution in violation of section 7b of this act.”.
6. Amend page 84, line 26, by
inserting:
“(e) Knowingly violates or
aids or abets in the violation of the provisions of section 7b of this act.”

striking out all of enacting section 1 and inserting:

Sections 8a and 10 of the Michigan Gaming Control and Revenue Act, 1996 IL 1,

in which an applicant or licensee or an applicant’s or licensee’s spouse,
parent, or child has equity interest of more than 5%.
(d) Whether an applicant or licensee has been
indicted, convicted, pleaded guilty or nolo contendere, or forfeited bail
concerning any criminal offense under the laws of any jurisdiction, either
felony or misdemeanor, not including traffic violations, including the name and
location of the court, the date, and disposition of the offense.
(e) Whether an applicant or licensee has had
any license or certification issued by a licensing authority in Michigan or any
other jurisdiction denied, restricted, suspended, revoked, or not renewed and,
if known by the board, a statement describing the facts and circumstances
concerning the denial, restriction, suspension, revocation, or nonrenewal,
including the name of the licensing authority, the date each action was taken,
and the reason for each action.
(f) Whether an applicant or licensee has ever
filed, or had filed against it, a proceeding for bankruptcy or has ever been
involved in any formal process to adjust, defer, suspend, or otherwise work out
the payment of any debt, including the date of filing, the name and location of
the court, the case, and number of the disposition.
(g) Whether an applicant or licensee has
filed, or been served with, a complaint or other notice filed with any public
body regarding the delinquent payment of any tax required under federal, state,
or local law, including the amount of the tax, type of tax, the taxing agency,
and time periods involved.
(h) A statement listing the names and titles
of all public officials or officers of any city, state, or federal body,
agency, or entity and relatives of the officials who, directly or indirectly,
own any financial interest in, have any beneficial interest in, are the
creditors of, or hold or have any other interest in, or any contractual or
service relationship with, an applicant or licensee under this act.
(i) Whether an applicant or licensee or the
spouse, parent, child, or spouse of a child of an applicant or licensee has

with, an applicant. As used in this subdivision, public official or officer
does not include a person who would have to be listed solely because of his or
her state or federal military service.
(i) Whether an applicant or the spouse,
parent, child, or spouse of a child of an applicant has made, directly or
indirectly, any political contribution, or any loans, donations, or other
payments to any candidate as defined in section 7b or officeholder elected in
