Jeremy Moss of the 11th District offered the following invocation:
Aloheinu v’eluhei avoteinu v’emoteinu, our God and God of our ancestors: with mercy,
accept our prayer on behalf of our state and our country. Pour out Your
blessings upon this land, upon its government, its leaders and advisors, and
all who exercise just and rightful authority devoted in good faith to the needs
of the public. Instruct them with the laws of Your Torah and help them to
understand Your rules of justice so that peace and security, happiness and
prosperity, justice and freedom may forever abide in our midst.
We
pray, Adonai, God, whose spirit is in all creatures, awaken that spirit with
all the inhabitants of our land. Uproot from their hearts malice, jealousy, and
strife. Banish hatred and bigotry. Safeguard the ideals and free institutions
that are the pride and glory of our democracy. Plant among those of different
nationalities and faiths who comprise our country with love and friendship so
that all races and creeds form a common bond in true harmony. May this land
under Your providence be an influence for good throughout the world, fulfilling
the vision of Your prophets.
“Nation
shall not lift up sword against nation, neither shall they experience war any more.” And let us say: Amen.
The President pro tempore, Senator Nesbitt, led the
members of the Senate in recital of the Pledge
of Allegiance.

Senate
Resolution No. 70.
A resolution to recognize September 7, 2019, as Great Lakes-St. Lawrence
Appreciation Day.
Whereas, The Great Lakes system including Lake
Erie, Lake Huron, Lake Ontario, Lake Michigan, Lake Superior, and the St. Lawrence River is a globally significant resource and
ecosystem, holding 21 percent of the world’s surface freshwater; and
Whereas, The Great Lakes and St. Lawrence River provides drinking water
to more than 48 million Americans and Canadians and supplies 56 billion gallons
of water per day for municipal, agricultural, and industrial use; and
Whereas, On September 7, 2012, by signing a revised
Great Lakes Water Quality Agreement, the United States and Canada reaffirmed their commitment to binational cooperation “to
restore, protect, and enhance the water quality of the Great Lakes to promote
the ecological health of the Great Lakes basin.”; and
Whereas, An abundant supply of clean and affordable water is essential
to support a healthy population, a thriving economy, and a well-functioning
ecosystem; and
Whereas, As the major source of water for
communities located within the Great Lakes basin, the Great Lakes system is a vital resource in which all the region’s residents share a
common interest; and
Whereas, The Great Lakes are an economic powerhouse for the region,
supporting industries such as shipping, agriculture, technology, manufacturing,
recreation, and tourism; and
Whereas, The waters and shoreline of the Great
Lakes provide exceptional habitat for thousands of species of native mammals,
birds, amphibians, fish, and plants; and
Whereas, The Great Lakes basin is home to
numerous beaches, parks, forests, harbors, marinas, piers, lighthouses,
boardwalks, and islands that provide recreational opportunities for swimming,
hiking, surfing, boating, kayaking, canoeing, fishing, hunting, photography,
wildlife watching, and more; and
Whereas, The Great Lakes are Michigan’s most
valuable natural resource and are fundamental to the state’s identity and
quality of life. The Great Lakes also have extraordinary economic value for
Michigan, providing jobs for more than 800,000 Michigan residents; a
world‐renown commercial and sport fishery with an annual value of more
than $4 billion; the foundation for a $12.8 billion travel industry; water
resources for manufacturing industries, which produce 60 percent of our nation’s
steel and 60 percent of our automobiles; a maritime transportation network; and
harbors and marinas that support a $2 billion annual recreational boating
industry; and
Whereas, The region’s
environment, economy, and people rely on the clean, healthy waters of the Great Lakes and St. Lawrence River; now, therefore, be it
Resolved by the Senate, That the members of
this legislative body recognize September 7, 2019, as Great Lakes-St.
Lawrence Appreciation Day; and be it further
Resolved, That we encourage all citizens to
learn about the importance of the Great Lakes and St. Lawrence River to the
economy and the environment of Michigan.

following resolution:
Senate
Resolution No. 71.
A resolution to support the U.S. cherry
industry’s petition before the U.S. International Trade Commission stating
unfair trade practices against Turkey and to urge the Commission and the U.S.
Department of Commerce to take action protecting U.S. cherry farmers.
Whereas, Michigan is the primary tart cherry
producing state, growing 189 million pounds in 2017, or nearly 75% of the
nation’s crop. Tart cherry production in the United States totaled 259.5
million pounds in 2017, valued at $56.8 million; and
Whereas, Turkish imports have caused tart
cherry prices to crash, significantly damaging Michigan’s industry. The amount
of dried cherries imported from Turkey have grown exponentially over the last
three years, more than tripling from 2016 to 2018. Subsidized by the Turkish
government, Turkish cherries sell for 89 cents per pound while the U.S. product
sells for an average of $4.60 per pound; and
Whereas, On April 23, 2019, the Dried Tart
Cherry Trade Committee filed petitions with the U.S. International Trade
Commission and the U.S. Department of Commerce, claiming that Turkey is
flooding the U.S. market with dried tart cherries, lowering domestic product
prices and causing material injury to tart cherry producers in Michigan and
other cherry growing states; and
Whereas, In June, the
U.S. International Trade Commission issued a preliminary ruling that Turkish
imports “had a significant adverse impact on the
domestic industry.” A final ruling is expected early next year. If Turkish
imports are determined to be injurious to the U.S. market, the Department of
Commerce will determine the duties to be imposed; and
Whereas, If the industry loses its case, few
cherry growers will survive. Already trees are being destroyed as it costs more
to harvest fruit than the current return on the product. Jobs will be lost both
in seasonal workers in the field and the thousands of employees in processing
plants who work year-round preparing cherries for market; now, therefore, be it
Resolved by the Senate, That we support the
U.S. cherry industry’s petition before the U.S. International Trade Commission
stating unfair trade practices against Turkey and urge the Commission and the
U.S. Department of Commerce to take action protecting U.S. cherry farmers; and
be it further

transmitted to the members of the U.S. International Trade Commission, the
United States Secretary of Commerce, and the members of the Michigan
congressional delegation.

resolution,

referred to the Committee on Agriculture.

Statements
The motion prevailed.
Senator
McCann’s statement is as follows:
You may be aware why flags are at half-staff
today at the Capitol. My district and our great state of Michigan has lost an
honorable and model public servant recently. Today, back in Kalamazoo, we say a
final farewell to Don Gilmer.
Don was first a Kalamazoo County Commissioner
from 1972 to 1976. Then he was elected to serve in the chamber across the
rotunda as a State Representative and served there for 22 years. Representative
Gilmer also later served as Michigan Lottery Commissioner, State Budget
Director, and Kalamazoo County Administrator.
He passed away too soon, recently, on August
12 at the age of 73. Don selflessly gave himself to our community and Michigan
in a great many ways. He was a respected leader, and throughout his entire
career treated every person with dignity and respect. Don sacrificed and served
in order to create a better Michigan for all.
Let our thoughts and sympathies be with his
wife, Lynn, his family and loved ones as they mourn his passing today.
A moment of silence was
observed in memory of Donald H. Gilmer, former member of the House of Representatives.
