Senator Winnie Brinks of the 29th District offered the following invocation:

We gather here today after celebrating Thanksgiving, mindful that there is much to give thanks for.
I’m grateful for the many and abundant blessings in our lives and for the honor to serve in this capacity.
I’m grateful for the ability to be involved in useful work and for the honor of bearing appropriate responsibilities, and for the measure of health that makes our work possible.

I am thankful for the friendships that sustain us in this body as we work to promote peace and justice and order in our communities for the common good.

I pray for each person here today, in whatever capacity they serve. We often name only the most important among us, using the faulty standards of title, wealth, influence, and power. Today I offer thanks for those who rarely get mentioned: the people who clean these chambers, who sanitize the surfaces, and who maintain this grand building; the sergeants who keep us safe; the IT people who help us through our incompetence without showing judgement; the staff who meet our demands for information, for research, talking points and so much more; and for the nonpartisan staff who do so much to make sure things run smoothly in our committees and session. We are thankful for their contributions to us and to our state.

I pray especially today for those today who answer the phones and emails in our offices, and who meet the needs of our constituents on our behalf. So often they hear the stories of human suffering, they listen to the frustrations of people denied justice, and they take the heat for us when we take tough votes. I pray that these staff members who are so vital to our work know how valued they are, and the amazing difference that they make in the lives of those who seek help, who seek justice, and who seek answers from their government. May these dedicated public servants experience the warmth of our appreciation and the gratitude of those they help to navigate the imperfect systems of our state government.

As we near the close of this year, we acknowledge that it has been challenging. We mourn those who have gone before us and we remember former members like Tom Casperson with whom many of us served, and others who no longer walk this earth with us. We remember all those who were taken from us by COVID, or by senseless violence, or by human injustice. We pray that they will live on in the good work they did, in the love they shared, and with the people who surrounded them.

I pray that today and every day we will have the wisdom to do justice, to love kindness, and to walk humbly through these halls, knowing that it is not we who are important, but it is the act of service to the people of this state that will have an enduring impact long after we are finished with our time in these halls.

And I end where I started, with gratitude for all of it. Amen.

Senator Shirkey offered the following concurrent resolution:

Senate Concurrent Resolution No. 35.

A concurrent resolution of tribute offered as a memorial for Raymond M. Murphy, former member of the House of Representatives and Senate.

Whereas, It was with great sorrow that the members of the Legislature learned about the passing of Raymond M. Murphy. He will be remembered as a dedicated public servant by his constituents in Southeast Michigan and the people of the state of Michigan; and

Whereas, A native of St. Louis, Missouri, Raymond M. Murphy attended the Detroit Institute of Technology and Wayne State University before beginning his long career serving the people of Michigan in many capacities. Politically active at a young age, he held a variety of leadership positions in the Democratic Party, was a former aide to Congressman Charles Diggs, and a 1961–1962 Constitutional Convention delegate, contributing to the landmark governing document of our state, the Constitution of the State of Michigan of 1963. A long-time officer of the court in Detroit, Raymond M. Murphy continued serving his community through long-standing involvement in a host of civic organizations and initiatives; and

Whereas, Raymond Murphy was first elected to the Michigan House of Representatives in 1982 where he served until he was elected to the Michigan Senate in 1998. Over the course of two decades as a lawmaker, Raymond M. Murphy took on many leadership positions, including serving as chair of the Labor and Occupational Safety Committee, Assistant Democratic Floor Leader, and Speaker Pro Tempore. In the Senate, Raymond Murphy served on a variety of committees, including the Appropriations Committee. He served as Minority Whip from 1999 to 2000 and Assistant Minority Floor Leader from 2001 to 2002. In addition, he was a member of the NCSL National Black Caucus of State Legislators and the Michigan Legislative Black Caucus. To each of these responsibilities, Raymond M. Murphy brought an abundant understanding of the process and institutions of government, which provided an invaluable example for others to follow. Raymond M. Murphy also distinguished himself through his efforts on a variety of special projects, including the study and promotion of high-speed rail transportation; and

Whereas, Raymond M. Murphy leaves behind a legacy as a passionate advocate for the people of Michigan, and his dedication remains an example for those who have followed him into public service. He also will be remembered as a family man as he demonstrated a deep commitment to his wife, Lynette, and eight children. May his family take some solace that his efforts will long continue to enrich our state; now, therefore, be it

Resolved by the Senate (the House of Representatives concurring), That we offer this expression of our highest tribute to honor the memory of Raymond M. Murphy, a member of the House of Representatives from 1983 to 1998 and the Senate from 1999 to 2002; and be it further

Resolved, That copies of this resolution be transmitted to the Murphy family as evidence of our lasting esteem for his memory.

Pending the order that, under rule 3.204, the concurrent resolution be referred to the Committee on Government Operations,

Senator MacGregor moved that the rule be suspended.

The concurrent resolution was adopted by a unanimous standing vote of the Senate.

Senator MacGregor moved that rule 3.204 be suspended to name the entire membership of the Senate and the Lieutenant Governor as co-sponsors of the concurrent resolution.

Senator Hollier’s statement is as follows:

My colleagues, if you would just let me talk about Senator Murphy, who was a friend of mine. He was a mentor. He was like an uncle to me. His daughter and my mom were literally childhood best friends and up until the end of his life he lived one block away from me. So this is somebody whom I have known since I was a two-year-old and so often as I would hear or talk to Senator Hertel who talks about growing up in the Legislature, this was the one person I knew who was really involved in government. When I did Michigan Youth in Government, I sat in this seat on the floor and he told me not to break anything and was always giving me good advice and doing those kinds of things. He was the type of person who didn’t just tell you to do the right thing, but he said, “Go talk to these five people.” And when I first decided I was thinking about running for office, he told me, “Hey you need to go talk to all of these people and I’m not going to give you their number, but if you call this one person they will give you the next person’s number, and the next person’s number after that, and if you keep doing that, I’ll make sure they answer your calls.”

He was somebody who not only believed in hard work, but the follow-through and a commitment and an understanding that we have an obligation to not just help the next generation, but to replace ourselves. So everyday I sit here and I appreciate that I am a part of his legacy. I appreciate the work that he did. And, you know, I’d see him out cutting his grass and doing those kinds of things and we’d stop and talk and he’d give me advice and encouragement and those kinds of things. So as we have these conversations—as we have these moments—I think it’s important that we reach back out to the folks who have been so impactful on our lives. And I’m just grateful and look at it as a privilege that I have the opportunity to serve in the Senate and the district that represents a portion of the area that he represented and to say that I’m grateful for the work that he did and the legacy that he’s put out.

So I appreciate this body recognizing his service and his commitment and knowing that his legacy still continues.

 

A moment of silence was observed in memory of Raymond M. Murphy, former member of the House of Representatives and the Senate.

Today I just want to rise to say that it has been a long journey to get to this point with these particular bills for Pretrial Incarceration Task Force. I want to take the opportunity to thank our leaders, Chief Justice Bridget McCormack and in addition to that our Lieutenant Governor, Garlin Gilchrist, and also the Pew Charitable Trusts and all of our committee members who over the past two years listened to testimony and also heard the needs of our jails.

We were locking people up for minor violations like failure to appear and also insurance issues in our jails and because of that, people were losing out on their economic stability. And so today we are taking the opportunity to make that wrong right and in addition to that, make sure that we are not using dollars and resources unnecessarily. So I want to say thank you all today for your commitment to support this bill package and in addition to that, getting this done and doing the right thing for the people of Michigan. So thank you.

Senator LaSata’s statement is as follows:

I would like to say a few words about my intern, Will Christy, as his semester with us is coming to an end.

I’ve known Will’s parents for a while. I served with his mom in Women’s Service League and his dad is my dentist. But I first met Will at his Eagle Scout ceremony earlier this year. Will graduated with honors from St. Joseph High School this past spring, where he excelled in many capacities, including music and athletics, and served in student government, being voted president of his senior class. He is now a freshman at Michigan State University where he is attending virtually from home due to the pandemic.

Will has done a fantastic job adapting to working remotely while balancing schoolwork. He is always ready and eager to draft letters, tributes, conduct research, or any other work that is sent his way. Will has been a great asset to our team and we are so thankful to have him on board for the past few months. I would like to extend my sincerest gratitude to Will, and for all the work he has done for the constituents of the 21st Senate District. Though we will miss him, I know he will achieve great things. We wish him all the best as he goes on to pursue his degree in public policy.

I rise to give my “no” vote explanation on Senate Bill Nos. 1149, 1150, and 1153.

These bills have been brought before us for the idea that as a company transitions to a fully automated warehouse, that we would grant them additional property, sales, and use tax exemptions—that they want the same qualifications as a manufacturer. And as we think about this, I think that it presents a unique challenge. A company came before our committee and said—this is a company that’s been a phenomenal corporate partner in Michigan; who’s been here their entire career; who’s created careers and countless jobs throughout our state, which is fantastic, and brought up the challenge of as we look to companies like Amazon, Foxconn was brought up in our committee—that the state tends to bend over backwards to get new companies into the state by offering tax incentives and lucrative packages to lure these companies here and that it’s not a level playing field. And with that I fundamentally agree. However, I don’t believe that we should be incentivizing automation of jobs—the elimination of jobs. And for our locals, it’s death by a thousand cuts. These are cuts to our local communities, cuts to our local schools, to our services, and we’ve seen over the past decade or so the tax burden shift radically from companies onto the backs of taxpayers so that people who live in our communities every day feel like they’re paying much more and getting much less. So I agree with the bill sponsor and those who are supportive of this package that we do need to level the playing field. But I would like to see the Amazons of the world step up and be able to pay their same fair share as many of our companies here do.

And just to put that into perspective, over the course of this pandemic—from March to now—Jeff Bezos’ personal net worth has increased by more than $60 billion—more than the entire budget of the state of Michigan for 10 million residents for an entire year. So I don’t think that it’s too much to ask that we take a really, really close look at how we are taxing companies who do business here, what we are incentivizing, and how we bring companies in here to grow here, to make sure we’re providing jobs here, but also that we are not cutting funding to our schools, to our people, to our public services, to our police, and the things that are really going to be, what I think is going to attract and retain companies here which is our people and making sure that they want to move to Michigan, stay in Michigan, and raise their families in Michigan.

Whereas, The COVID-19 Pandemic has upended nearly every aspect of the lives of people in Michigan and countries across the world. It has caused a devastating loss of life and has struck a blow to our communities, businesses, and the economy; and

Whereas, The development of COVID-19 vaccines is a beacon of hope that offers the possibility of returning to a world free from the concern that a simple gathering of family and friends will spread the deadly virus; and

Whereas, On November 9, 2020, the pharmaceutical company Pfizer, along with its partner BioNTech, announced their COVID-19 vaccine, which was found to be 95 percent effective in preventing COVID-19 in Phase 3 clinical trials. The vaccine is expected to soon begin production following approval from the
U.S. Food and Drug Administration; and

Whereas, The people of Michigan will play an integral role in producing the vaccine for widespread use in the United States. Pfizer’s largest manufacturing site in the world is located in Portage, Michigan, employing an estimated 2,200 Michigan residents. Every year, the PGS Kalamazoo facility in Portage produces 1,200 metric tons of active pharmaceutical ingredients and ships 140 million units of life-saving medicines every year; and

Whereas, Michigan has been hard-hit by COVID-19. Michigan ranks in the top ten states for the highest number of COVID-19 cases, deaths, and hospitalizations in November 2020; and

Whereas, The people of this state would benefit extraordinarily from being prioritized as one of the first states to receive the vaccine and deserve special consideration as Michigan’s dedicated residents work to supply our nation with this much needed vaccine; now, therefore, be it

Resolved by the Senate, That we urge the Centers for Disease Control and Prevention to prioritize the state of Michigan in the distribution of the first COVID-19 vaccine; and be it further

Colleagues, as you know, the COVID-19 pandemic has had an enormous impact on our state and nation. It has caused a devastating loss of life and has struck a blow to our communities, businesses, and our economy. However, the development of an effective vaccine is a beacon of hope that offers the possibility of returning the world free of this virus. Today I am offering Senate Resolution No. 153 to urge the Centers for Disease Control and Prevention to prioritize Michigan as one of the first states to receive the Pfizer COVID-19 vaccine.

Last month, Pfizer, along with its partner BioNTech, announced their COVID-19 vaccine, which was found to be 95 percent effective in Phase 3 clinical trials. It is expected that the first round of the vaccine could be available by the end of this month. Considering that the people of Michigan will play a role in producing this vaccine for the entire country and the drastic numbers of cases and hospitalizations we have seen recently in our state, it is both reasonable and responsible that the CDC prioritize Michigan in the distribution of the first Pfizer COVID-19 vaccines.

Senator McMorrow’s statement is as follows:

Colleagues, we are nine months into this pandemic. Nine months into a pandemic that has upended all of our lives, killed thousands of Michiganders, and sickened many more. And we are now at the worst that it’s been since the beginning. Numbers are rising—they are rising across the country and I think one of the things that really struck me recently is that the entire country right now is a hotspot. Michigan, particularly southeast Michigan, was hit hardest first. Back in March and April we had people coming in from all around the country—nurses, healthcare workers—who were helping us respond to this crisis, who were helping us address and care for our friends and neighbors and family members who were dying.

But right now there is nobody else coming. This is it. And I have healthcare workers in my district who are exhausted. They’re tired. They have PTSD. They are dealing with people who come in and who are sick. There was a woman who got off of a ventilator and a doctor asked her, “Where did you get COVID-19” and she said, “I didn’t have it.” She didn’t believe it was real. And the doctor was frustrated trying to figure out and work with her on how she got this virus and how it spread and understand how it spread in our community.

Over the past few weeks, all of my siblings have gotten COVID. All three of them, in different parts of the country—Philadelphia, northern California, and southern California—in different ways, and they’re all recovering. And just recently a constituent shared a story of his dad who passed away recently. He was originally diagnosed with pneumonia and was getting more and more sick and finally by the time he found out that it was COVID-19, he waited in the hallway of a hospital for 30 hours before he could get a bed. He passed away and this constituent said for the funeral, “I was restricted to 25 people. There were a lot of cancellations. People didn’t feel safe coming to the funeral and for the burial I was told to watch from the car.”

That’s where we are right now. And we have six session days left here. We’ve passed a lot of bills today and not one of them addresses the spread of this virus head-on. We are at a place now where we know promising vaccines are coming. There is a silver lining on the horizon. There is great news right out of Kalamazoo even. But we have to get there first. We have to get through these next few months and the holidays and the entire state is depending on us. So I beg everybody that I serve with that we all band together and we put our differences aside and we step up for the people who are sick or who are dying or who need to pay their bills or who are trapped at home like all of my siblings who spent Thanksgiving alone by themselves—we saw each other on Zoom—and just thinking about how many countless other people are going through that right now. Six session days. And I hope that the remaining six are not like today, where we go through an entire long day without one bill that addresses the spread of COVID-19.

Senator Bullock’s statement is as follows:

I rise to address something troubling today. There is an old saying: sticks and stones may break my bones, but words will never hurt. Well in fact, that is a lie. It has been myth busted for generations. Words and rhetoric are real and they hurt. And they cause people to do great and also horrible, terrible things.

This past Thanksgiving and Christmas holiday is upon us. It’s supposed to bring Americans of all ideologies together with shared feelings of peace, unity, and hope. Unfortunately thoughts are instead turned toward the misdirected hatred of a small yet vocal contingent of agitators There are residents in Michigan who have chosen to repeatedly attempt to intimidate and threaten the lives of those who represent them, especially here in Lansing. It must stop.

Earlier this year we witnessed several groups and individuals gathering at the State Capitol to protest the Stay Home executive order issued by our Governor with volatile behavior. We also learned that that same group of protestors—described as patriots at one point—stormed this very Capitol with firearms. Some camped out in front of the Governor’s place of residence, where her husband and children were subjected to this appalling behavior. Additionally, these obstructionists were devising a plan to kidnap and kill our Governor, as well as murder us, the legislators. I want you all to marinate on that for a minute, including the staff and law enforcement that were in the way.

Now fast forward, we have recently been informed that a member or members of the Michigan Legislative Black Caucus have also been targeted with threats of physical violence, including death threats. We understand our jobs as legislators, but our family members do not. However, some behaviors have crossed the line of engagement and should be admonished by all who are aware. No matter what side of the aisle you sit. First your home is your sanctuary, and going to one’s home or publishing their address, their phone numbers in any form of social media, media, or chat chains—although it’s public information—is an immoral act.

You know when you were like a teenager and you were sixteen, seventeen, and you had the right to exercise your voice and you did that against your parents and at sixteen, seventeen, you had the freedom to say what you wanted to say to your mother or father? Well, after you got up off the carpet, you understood that that had a consequence. There were ways in how to exercise your rights and there were rules of engagement.

We have faced discrimination and racists before, thus, we are familiar with the playbook. But with these recent actions, combined with an ongoing agitation surrounding the national election—and I’m thankful that leadership has stated that the Michigan Legislature will not undermine that voters’ will, which I will address at another time—we face a heightened level of concern. Yesterday a guest testifying in committee used alarming rhetoric, whistling Republican activists to challenge lawmakers and even threaten them. This will lead to dangerous behaviors. Someone is going to get hurt.

We will not be intimidated in efforts to perform our important work, and we condemn the actions of those calling to action—acting on these calls and threats against us. Once again, I urge all of us to no longer be silent. In fact, it is imperative that we all share this particular message of our resolve so that others can be empowered to fight against terrorism, especially domestic hate in all its forms.

 

Senator Geiss’ statement is as follows:

Colleagues, I rise before you to ask that over the next few days that we have together, that we spend some very serious time addressing the issues around the pandemic that have yet to be addressed. Our residents are asking for this. Our state needs it. And over the past few days and the past couple of weeks, we’ve heard nearly 14 hours of attention given to a settled matter. Meanwhile, the pandemic continues. It rages on. Some of our hospitals are getting closer to being overwhelmed. Members of our own chamber have come down with the virus, and some of us here are very scared—myself included—and specifically because we are taking care of frail, immunocompromised family members, and cannot get sick.

This is also the case for many of our residents. People are scared about not having enough money at the end of the month. People are scared that they, too, could catch the virus and bring it home to their loved ones. We have limited time until the end of this Legislature and it’s almost another month before we’re back here again in session, able to take up legislation around this continuing pandemic.

So I urge that we address the mask mandate. I urge that we address unemployment. I urge that we address paid sick leave. I urge that we address eviction moratoria; water shutoff moratoria; remote public meeting extensions; address COVID among the prison population; and many other areas of our lives and the lives of our community members that we need to get our arms around this pandemic. It’s not a joke. It’s very serious and we need to act within the limited timeframe that we have left here together. I hope that we’ll have that though when we come back next week.

 

Senator McBroom’s statement is as follows:

Mr. President, when I was growing up and starting to first get really interested in politics in the ‘90s, the Upper Peninsula representation was Dominic Jacobetti, Joe Mack, Rich Brown came a little later, Doug Bovin, Dave Anthony, Pat Gagliardi—these were all the names that I knew. Bart Stupak, larger than life. All Democrats. When I voted for my very first time in 2000, I voted for Bart Stupak. I don’t even know who was running against Doug Bovin. And so comes 2002 and the primary is rolling around, and about a week, 10 days, right before the primary—like an explosion in the countryside—these signs appeared for Tom Casperson. Who the heck is Tom Casperson? I’m 21 years old and looking at these signs just everywhere, everywhere you looked. And they called it the sign explosion—Tom Casperson. And so I went to the polling place in the primary and I’m pretty sure I cast a Democratic ticket because it’s like, “Who is this Tom Casperson guy? He’s not going to win. Laurie Stupak’s going to win.” And then we go to the general election that fall and I voted for Tom Casperson, but I still didn’t know who he was. Didn’t think he had a ghost of a chance of winning, but felt like Bart Stupak and Laurie Stupak—husband and wife—eh, it was a little too much. And that night, or early really the next morning, this amazing, unexpected thing happened. Tom Casperson won. The first Republican House member in ages in my area. Nobody thought it was possible. And I still didn’t know diddly-squat about Tom Casperson, who he was or anything.

I remember his first few months in office, there was a lot of scuttlebutting, you know, “Tom’s not doing a good job,” but very quickly Tom got his first bill done. The crib trailer legislation. And Tom started showing up at farming events and you’d see him on the TV now and then. And then the big thing happened with the budget, where they stuck Tom to vote on some procedural amendment to kill Newberry Prison. And the whole Upper Peninsula went bananas. “Tom Casperson has betrayed Newberry,” which was really not at all the case and he worked very hard to save Newberry, even to this day. It’s still there because of Tom Casperson’s efforts. But at the time, they were going to put that guy out to pasture quick by hanging him with this. But he survived that and when we campaigned together in 2010, we were at a place and some guy came walking by saying, “You lost my vote when you voted against Newberry,” to which Tom quickly replied, “Oh you mean I had your vote at one time?”

Tom and I finally did cross paths and got to meet at the county fair. He was there working the booth and
I got to shake his hand, but I was just some punk kid. I’m sure he didn’t remember me from anybody. I got to see him speak at a Farm Bureau event a couple of years later in Grand Rapids and when he was all done talking, I saw my dad take out his wallet and give money to AgriPac. I had never seen my dad give to any political campaign, ever. And there was of course the DEQ under Mr. Chester that was extremely hostile to agriculture and there was a piece of legislation that came out that was going to go after farmers who had really big farms and manure pits and everything. My dad was like, “You know it’s not going to bother us any,” and then I heard it was for guys who had more than one million gallons of storage. Well, that’s my farm—less than a hundred cows, more than a million gallons of storage. And my dad got Tom Casperson on the phone and talked to him. And so, just developed that early respect for Tom.

So in 2009, when I was speaking at a Farm Bureau event, Tom Casperson was there and came up to me afterwards, while I was there with my dad, and Tom Casperson said, “Hey have you ever thought about running for office,” and I was like, “Well, yeah, but I’m too young, I don’t know anybody, and I don’t have any money,” and Tom Casperson said, “That doesn’t matter. You can still do this. You should really get into this,” and he gave me his card and told me to call him. And as he walked away my dad was like, “If Tom Casperson thinks you should do this you need to do this.” And so that really was just the beginning then of our real friendship and relationship. After that I don’t think a week or two would go by that we weren’t talking to each other. We ran two campaigns side by side in 2010 and became really great friends. Tom’s vigor for the people—his passion for the citizens for the Upper Peninsula and making a difference—I don’t think is paralleled anywhere else that I’ve seen in Michigan. He was tireless, willing to go anywhere, meet with anybody, discuss any issue—never shy away from a challenge. Fearless. Usually totally unprepared. Just speaking off the cuff.

I learned so much from him and yet that’s really not even the parts that matter the most because Tom loved people. He just loved helping people. He loved getting to know how the government was ruining their life or making their life better and working on those issues. And so I come to the Legislature in 2011 with some of you and right at the very beginning, I’m here with Matt Huuki—two wide-eyed, young guys from the U.P. with this giant of the U.P. there to kind of guide us along, right? And in the first month we made some tough votes, but Tom had coached us and said, “We’re going to stick together guys,” and “we’re stronger if we stick together, we can message together, we’ll do press releases together. I’ve got your back.” And so there was a tough vote—and I don’t remember the issue—but we had met the night before and we were all on board that we liked the issue but it was going to be tough to go home and talk about. And so Matt and I voted “yes” then it bounced over to the Senate and word came that Tom voted “no.” It was shocking. I’m sure it’s such a miniscule issue now. I can’t even remember what it is. But at that moment, it seemed like the end of the world had hit. And I went up to Matt Huuki and told him that Tom had stabbed us in the back for his own benefit and left us hanging high and dry and we were two shocked guys. So we talked to Pete Lund. He’s like, “You better go over and talk to Casperson. Maybe you can fix it.” So we come over here and he’s sitting about where VanderWall is, and we walk in the room and he sees us and he just gets this huge grin and starts laughing, “I got you.” He hadn’t voted “no” at all. He had voted “yes.” He was just sticking it to us and that just helped enhance that relationship so much more because he was fun. He was fun to be with. He enjoyed playing little gags now and then and making you know that he hadn’t forgotten his commitments.

Those car rides together, the deer we hit, the deer we didn’t hit. Him grabbing the wheel and scaring Marty to death because it felt like Tom was going to take us off the road. Or just Tom on the phone—endlessly on the phone hitting the rumble strips—and Marty saying, “Hey keep it between the line, Sparky.” We had so much good time in the car together, all over Michigan, all over the U.P. And so much of that time was talking about this job, but so much of it was talking about our families and our faith and how it impacted every aspect of our lives. How it was more important to us. How people were more important to us than winning some political fight. And Tom exuded that—that he could get over a fight with people and go out to dinner with them or work with them on the next issue, the next hour, the next committee, after the bitterest loss and the bitterest fights. Sometimes they took a little longer than the next hour, but you know, he always came back around.

One other great car story. John Kivela and I both hit deer, and so did Tom, all in December one year. All three of our cars are laid up. So comes January and John wasn’t even licensed to drive there by January and I didn’t have my car back yet, and we borrowed somebody else’s car and Marty is in there, too. So there are four of us in the car driving down. We get to this dumb 65 miles-per-hour section north of town here and—I don’t know it’s like one in the morning—and Tom’s just driving along and all of the sudden the flashing lights come up behind. So we pull over and the officer comes up. I’m in the front seat next to Tom and John and Marty are in the back just going, “You’re going to get a ticket. You’re going to get a ticket.” Just razzing him. When the officer asks to see his driver’s license and registration and he hands it over, he goes, “Sir do you have anything in the car that you need to let me know about?” And Tom—his license said he was a concealed carry guy even though he never carried that I could remember—was like, “Oh, I don’t think so. Well I got a Democrat in the back seat.” And the officer just about lost it. He’s laughing. So he leaves and Marty and John are just like, “Oh man, now you are really going to get it.” So the guy comes back up, gives Tom his stuff—have a nice night sir—and then they’re just rolling down the windows yelling, “No, you got to give him a ticket. Give him a ticket.” That was just one snapshot of the good times we could have together.

A couple of years ago we learned that Tom had cancer and we didn’t know how long we were going to have with him. He fought a really good fight and worked really hard and was with us longer than we expected. And he worked for me here for over a year. He was just a humble guy, you know—step down from being a Senator, work for your successor, sit up there with staff behind the committees. I just can’t speak highly enough of the legacy that Tom Casperson has left because he revitalized the opportunity for good politics in the U.P.—revitalized the notion that your Representatives and Senators should work their butts off; should go to every little event; should show up at anybody’s house when you get a call; to answer your own phone; to not be afraid to speak and to not be afraid to fight for what’s right. And that archetype—I don’t think it’s going to go away from the Upper Peninsula for a long time.

Tom passed away the other day. I’d had the special privilege to talk to him just a few days earlier on the phone and we just commiserated and celebrated and we prayed together. We thank God for eternal life and Tom talked about his friends who are here still and wanted me to pass on his greeting to all of you. And
I know that he wants me to share that you can see him again. If you don’t know how, ask me.

And so I pray that you won’t soon forget the legacy of Tom Casperson.
