OUT-OF-STATE MEDICAL PROFESSIONALS S.B. 759:
SUMMARY OF INTRODUCED BILL
IN COMMITTEE
Senate Bill 759 (as introduced 12-1-21)
Sponsor: Senator Curtis S. VanderWall
Committee: Health Policy and Human Services
CONTENT
The bill would amend Article 15 (Occupations) of the Public Health Code to create an exception to the Code's licensure requirement for a health professional for a health professional licensed in another state rendering medical care during a staffing shortage caused by a public health emergency.
Article 15 requires certain individuals to be licensed by a Michigan licensing board in order to practice a health profession in Michigan, subject to a number of exceptions for individuals who meet various criteria, including an individual who is authorized to practice a health profession in another state or territory of the United States and who is appointed by the United States Olympic Committee (USOC) to provide health services exclusively to team personnel and athletes registered to train and compete at a training site in the State approved by the USOC or at an event conducted under the sanction of the USOC. The bill would delete reference to a territory of the United States.
Additionally, the bill would include among the exceptions an individual who was authorized to practice a health profession in another state who otherwise would meet the requirements of Article 15 for licensure while rendering medical care during a staffing shortage that was caused by a public health emergency and was declared by the Bureau of EMS, Trauma, and Preparedness within the Department of Health and Human Services. "Staffing shortage" would mean a shortage of individuals who are licensed under Article 15.
