House Resolution No. 114.
A resolution to affirm support for ballot Proposal 3 of 2018 that enhanced voting rights after it was approved by a wide majority of Michigan voters.
Whereas, Voting is the cornerstone of democracy and is a right that should always be protected and advanced to ensure all voters are able to participate. Championing the vote is vital to maintain the highest ideals of our country--liberty, justice, and equality; and
Whereas, During the November 2018 general election, Michigan voters overwhelmingly supported ballot Proposal 3, which was intended to improve the state voting system and help ensure that the system worked for everyone. Proposal 3 was passed with nearly 67 percent of voters approving of it; and
Whereas, Ballot Proposal 3 of 2018 amended the Michigan Constitution by adding eight specific voting rights. Passage of Proposal 3 guaranteed the constitutional right to: a secret ballot, timely distribution of absentee ballots to military personnel and others living overseas, straight-ticket party voting, automatic voter registration, voter registration by mail up to 15 days before an election, in-person voter registration extended to election day with proof of residency, no-reason absentee voting, and a statewide audit of election results; and
Whereas, As legislation to restrict voting and roll back voter rights has been advanced across the country, it is imperative to stand against these undemocratic efforts. We must forever preserve and promote the right to vote; now, therefore, be it
Resolved by the House of Representatives, That we affirm support for ballot Proposal 3 of 2018 that enhanced voting rights after it was approved by a wide majority of Michigan voters.
The resolution was referred to the Committee on Elections and Ethics.

House Resolution No. 115.
Whereas, Government shutdowns have upended nearly every aspect of services provided by Michigan government. The disruption of the shut downs and the closing of Secretary of State branch offices for extended periods of time in 2020 created a backlog of customers in need of licensing and registration services that cannot be met through the online portal; and
Whereas, When the Secretary of State branch offices reopened to the public, an appointment-only system was put in place. Many customers struggle to get timely appointments, finding that the only availability is weeks or months away. Customers needing branch services more quickly continue to drive long distances to locations with open appointments; and
Whereas, The Secretary of State announced that its branch offices will not return to the walk-in system where customers take a number and wait. Normal operations going forward will be the appointment-only system; and
Whereas, Life happens quickly, and individuals may need services provided by the Secretary of State more quickly than the appointment-only system is providing, the services offered by the Secretary of State are essential to everyday life and Michiganders should be able to receive services and resolve issues at their local branch office in a timely manner, regardless of the appointment-only structure; therefore, be it
Resolved by the House of Representatives, That we urge the Secretary of State to guarantee at least one available appointment within two business days and three available appointments within 10 business days if the Department moves to an appointment-only structure; and be it further
Resolved, That copies of this resolution be transmitted to the Governor and the Secretary of State.

I do not condone voter fraud, but it does not make sense to increase penalties for a crime that occurs with exceeding rarity. What’s more, the conduct at issue in these bills is already illegal. So if these bills serve any deterrent effect, they would deter only confused voters—not voters who intend to act unlawfully. Lastly, these bills make felonies out of behavior that is typically not committed with criminal intent.”
