The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 228.

A resolution offered as a memorial for Jack D. Minore, former member of the House of Representatives.

Whereas, The members of this legislative chamber were saddened to learn of the passing of Jack Minore. He was a passionate public servant who worked hard to improve the lives of his constituents of the Forty‑ninth District in Flint and Genesee County, along with all Michiganders; and

Whereas, Jack Minore was born in Flint. He attended Mott Community College and earned bachelor’s and master’s degrees from the University of Michigan-Flint and Eastern Michigan University, respectively. He enjoyed a long career as an educator, teaching for over 30 years. Active in the community, he contributed to economic development, recreational, and environmental groups. Prior to joining the Legislature, he served many years on the Flint City Council from 1983 to 1998. He was a lifelong public servant; and

Whereas, First elected in 1998, Jack Minore served six years in the House of Representatives. He was minority vice chair of the Employment Relations, Training and Safety Committee and also sat on the Family and Civil Law, Local Government and Urban Policy, and Tax Policy committees, contributing to numerous legislative discussions. He worked to advance policies involving tax reversion law, park development, retirement matters, and environmental protection, among others. Also a leader, he spent time as the Assistant Democratic Floor Leader; and

Whereas, Jack Minore, a dedicated public servant, fought for what he believed in, while working to build relationships with all of his colleagues in the House and find solutions to problems. He strove to serve in a manner that would make his constituents proud. His example and contributions to this state indeed deserve our highest recognition; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Jack D. Minore, a member of this legislative body from 1999 to 2004; and be it further

Resolved, That copies of this resolution be transmitted to the Minore family as evidence of our lasting esteem for his memory.

House Resolution No. 229.

A resolution to declare February 11, 2022, as White Shirt Day in the state of Michigan.

Whereas, We recognize Michigan’s members of the United Auto Workers (UAW) as they gather to mark the 85th anniversary of their first contract with General Motors. This anniversary is a reflection of the extreme sacrifice, commitment, and determination of those first UAW members who paved the way for higher pay and improved benefits that have created a positive atmosphere for all of America’s working men and women. We remember those historic members on this anniversary; and

Whereas, On February 11, 2022, UAW members and retirees will wear white shirts to commemorate the anniversary of the end of the famous Flint Sit-Down Strike in 1937. While the members of this distinguished organization celebrate the 85th anniversary of this event, we offer our thanks for the outstanding contributions they have made to the Flint community, our state, and our nation; and

Whereas, The origin of the UAW’s White Shirt Day can be traced back to 1948 when Bert Christensen, a UAW member of Local 598, first suggested it. His idea was to ask that workers wear the white shirts traditionally worn by managers to show the company that they were equally important to the business. The shirts represent equal respect and treatment for blue-collar workers and the unity and strength of UAW members; and

Whereas, With ceremonies to celebrate its history, the members and officers of the UAW will remember the vision of its founders and the commitment of its workers that have brought them to this point. Fittingly, as they look to the past, they will also be casting an eye to the future and to the many ways in which United Auto Workers will continue to serve the working men and women of this great country; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 11, 2022, as White Shirt Day in the state of Michigan. We commemorate the 85th anniversary of the first United Auto Workers contract with General Motors and commend everyone who has contributed to the UAW’s success. We applaud their accomplishments and thank them for helping to strengthen and build Michigan’s communities, workforce, and economy.

House Resolution No. 230.

A resolution to declare February 2022 as Self-Care Awareness Month in the state of Michigan.

Whereas, Self-care is the lifelong daily habit of healthy choices for overall wellness, including good hygiene practices, healthy diet, regular exercise, and personal healthcare for prevention, diagnosis, treatment, and management of infections, injuries, and illness, as well as knowing when to seek assistance from healthcare professionals; and

Whereas, Self-care is a cornerstone of helping to reduce the overall cost of healthcare in Michigan and the country; and

Whereas, Self-care includes making responsible use of over-the-counter and prescription medications, dietary supplements, and medical devices; and

Whereas, The United States Food and Drug Administration deems over-the-counter medicine safe and effective for the self-care treatment of minor acute and chronic health conditions and symptoms such as pain, the common cold and allergies, which impact large segments of the population; and

Whereas, According to an Information Resources, Inc. study, Every dollar spent on over-the-counter medicines saves the healthcare system more than $7, resulting in more than $146 billion in annual savings; and

Whereas, Over-the-counter medical devices like bandages, menstrual products, face masks, and at-home pregnancy and covid test kits, used for the purposes of prevention, testing, and treatment are well-accepted, cost saving elements of the healthcare system; and

Whereas, Consumption of vitamin and mineral supplements can fill critical nutrient gaps, particularly for lower income families that may experience food insecurities in Michigan; and

Whereas, Michigan benefits when its citizens practice appropriate self-care, do not make unnecessary visits to healthcare professionals, reducing the burden on the healthcare system, and are empowered by higher self esteem, improved health, and overall wellness; and

Whereas, The availability of self-care can help improve personal and public health, save personal and public treasury, and strengthen the sustainability of the broader healthcare system; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 2022 as Self-Care Awareness Month in the state of Michigan. We encourage consumers, healthcare practitioners, policymakers, and regulators to communicate the benefits of this practice.
