Rep. Phil Green, from the 84th District, offered the following invocation:
“Our Gracious Heavenly Father,
As we pause in our day, before we do the business of the residents of Michigan, we are reminded of the futility of our work unless You are in this work that we attempt. We know that the heart of the king is in Your hand and You move it however You want.
Lord, it is my prayer that You will move in the hearts of the leaders in Europe and Asia. The conflicts in those regions are affecting people and families. Lord, war has been a part of history since history began. People have an insatiable propensity for power. They think of themselves. They think of their legacy and are willing to put people’s lives in danger, destroy families, and manipulate the world because of their own ambitions. Lord, please turn the hearts of these so called leaders to stop the violence.
Lord, it is my prayer that You would give us, in this chamber, to be a voice for those who have no voices, who cannot afford to hire a voice, for those who are limited in their abilities. Lord, let us hear their cries. Let us have hearts of compassion to do that which is right. Help us to be wise to help those who need help who cannot help themselves. Help us to remember that our job is to be a representative of all of our constituents.
Lord, help us to be gracious during our times of high stress and intensity. Help us to be kind and considerate at all times. Lord, we know the job of representing 90,000 people’s views to their government is stressful and overwhelming at times, but Lord, You promise to be our strength when we are weak. You are our friend when we are friendless. You are our all in all.
Thank You for allowing us to bring our requests and petitions directly to Your throne. I pray that You will hear my requests.

A bill to amend 1927 PA 372, entitled “An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act,” by amending sections 5b and 5l (MCL 28.425b and 28.425l), as amended by 2017 PA 95.

Whereas, The Russian invasion of Ukraine has caused a shock in gas prices throughout the United States. In Michigan, the average price has eclipsed $4 per gallon and had jumped more than 20% between February and March 2022; and
Whereas, Some experts predict that gas prices will continue to rise as the conflict continues. President Joe Biden recently announced sanctions that will ban imports of Russian oil, which is certain to create additional upward pressure on the price of gas in the United States; and
Whereas, Michigan residents should not be forced to bear the cost of Russian aggression overseas. Skyrocketing gas prices are causing significant financial stress for families that rely on vehicles to make a living; and
Whereas, Minimizing the volatility of the
price of oil is a complex endeavor, but the government can easily provide some
relief by altering how gasoline is taxed at the pump. Taxes on gasoline make up
a significant
portion of the cost per gallon, with the federal gas tax of 18.4 cents per
gallon making up nearly 5 percent of the overall price; and
Whereas, Temporarily suspending taxes on
gasoline will help to limit the cost of Russia’s unprovoked invasion on
families in Michigan and throughout the country. As our nation continues to
recover from the COVID-19 Pandemic, it is critical to ensure that Americans are
able to reap the benefits of an improved economy rather than suffer from
another international crisis that is beyond their control; now, therefore,
be it
Resolved by the House of Representatives, That we urge the federal government to eliminate all taxes on gasoline for a period of 60 days; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Michigan congressional delegation.

An act to amend 1998 PA 58, entitled “An act to create a commission for the control of the alcoholic beverage traffic within this state, and to prescribe its powers, duties, and limitations; to provide for powers and duties for certain state departments and agencies; to impose certain taxes for certain purposes; to provide for the control of the alcoholic liquor traffic within this state and to provide for the power to establish state liquor stores; to prohibit the use of certain devices for the dispensing of alcoholic vapor; to provide for the care and treatment of alcoholics; to provide for the incorporation of farmer cooperative wineries and the granting of certain rights and privileges to those cooperatives; to provide for the licensing and taxation of activities regulated under this act and the disposition of the money received under this act; to prescribe liability for retail licensees under certain circumstances and to require security for that liability; to provide procedures, defenses, and remedies regarding violations of this act; to provide for the enforcement and to prescribe penalties for violations of this act; to provide for allocation of certain funds for certain purposes; to provide for the confiscation and disposition of property seized under this act; to provide referenda under certain circumstances; and to repeal acts and parts of acts,” by amending section 551 (MCL 436.1551), as amended by 2021 PA 64.

Explanation of “No” Votes
Rep. Hope, having reserved the right to explain her protest against the passage of House Bill No. 5570, made the following statement:
“Mr. Speaker and members of the House:
This bill is short-sighted at best and disastrous at worst. Giving up $750 million in revenue is irresponsible. Proponents argue that the state is flush with money. That is sort of true. The state has been allocated billions in one-time funding from the federal government. But we haven’t spent an enormous portion of that money. And to reiterate, it is one-time funding. If this becomes law, the state could see its bond rating fall. It will have $750 million less to use as matching funds for federal transportation dollars. It will have less to distribute to local units of government, so that they can fix their roads. In short, drivers will get a paltry break at the pump, and we’ll be hamstringing our ability to provide for the safety and economic well-being of Michigan.”
