“Heavenly Father the Bible teaches that You prioritize prayer for all who have the responsibility to govern; we humbly bow before You today to pray over this session. Lord there are many issues facing our Great state of Michigan, help us to bear the responsibility of the citizens of this state with honor, integrity and dignity. Deliver this body from pride, arrogance and obstinacy, that we may be united against our common enemies of oppression, poverty, and lawlessness. Teach us to put aside politics in order to pursue avenues of truth, justice and equity. Grant us wisdom and discernment to faithfully fulfill the duties entrusted to us. Lord, guide us today as we defend the liberty of our constituents. Our prayer is that You empower us to walk in Your light, to serve in Your strength, to reason with Your understanding, and to speak with Your compassion.

We pray that the peace of Your divine presence is a constant reminder of our prayer and an encouragement to remain steadfast as a fiduciary of the people of Michigan, today and forever more. Amen!”

Motions and Resolutions

 

 

Reps. Harris, Cavitt, Bezotte, Wozniak, Mueller, BeGole, Martin and Hall offered the following resolution:

House Resolution No. 269.

A resolution to urge the United States Secretary of Homeland Security, in consultation with the United States Secretary of State, to suspend or terminate Chile’s participation in the Visa Waiver Program.

Whereas, The Visa Waiver Program (VWP) permits eligible nationals from certain countries to travel to the United States for business or tourism purposes for up to 90 days without obtaining a visa. Before departing for the United States, eligible nationals from VWP countries must apply under the Electronic System for Travel Authorization, but, unlike applicants for B-1 business visas or B-2 tourist visas, they are not required to undergo an in-person interview with U.S. officials or have their fingerprints taken before they reach a port of entry. This lack of biometric information limits the types of databases that can be used to determine whether prospective travelers have a criminal history; and

Whereas, The U.S. Secretary of Homeland Security is responsible for determining which countries may participate in the Visa Waiver Program. To qualify, a country must satisfy various criteria, including a requirement that the country certify that it is screening each foreign national who is admitted to or departs from the country, as well as a requirement that the country share information with the United States regarding whether a national of that country traveling to the United States represents a threat to U.S. security or welfare. The Secretary of Homeland Security, in consultation with the Secretary of State, has the power to suspend or terminate a country’s participation in the program if their participation poses a threat to our nation’s national security or law enforcement interests; and

Whereas, Chile is one of the designated countries in the Visa Waiver Program. The Secretary of Homeland Security made this designation on February 28, 2014; and

Whereas, There have recently been allegations that Chilean nationals are abusing the Visa Waiver Program to gain access to the United States for the purpose of committing crimes against Americans. Transnational criminal organizations from Chile have committed hundreds of residential burglaries in the United States, including a string of thefts in Oakland County. In 2023, multiple Chilean nationals who had entered the country under the Visa Waiver Program were arrested for stealing millions of dollars’ worth of goods in the Oakland County area; now, therefore, be it

Resolved by the House of Representatives, That we urge the United States Secretary of Homeland Security, in consultation with the United States Secretary of State, to suspend or terminate Chile’s participation in the Visa Waiver Program; and be it further

Resolved, That copies of this resolution be transmitted to the United States Secretary of Homeland Security and the United States Secretary of State.

The resolution was referred to the Committee on Government Operations.

 

 

Reps. Carra, Friske, DeBoyer, Maddock, Rigas, Schriver, DeSana, Fox, Smit, Alexander, Tisdel, Beson, Roth, Wozniak, Aragona and Kunse offered the following resolution:

House Resolution No. 270.

A resolution to oppose illegal immigration and express support for legal immigration.

Whereas, Illegal immigration has become a crisis that has made every state in the nation a border state; and

Whereas, The Biden Administration caused this crisis by systematically dismantling sound immigration policy and preventing enforcement agents from effectively securing the southern border; and

Whereas, Taxpayer-funded handouts have incentivized illegal immigration; and

Whereas, Immigration caps have disincentivized legal immigration, pushing people into the hands of the cartels; and

Whereas, The cartels have a profit motive to exploit our failure to secure the southern border; and

Whereas, Failure to secure the border means we are unable to conduct background checks on people entering the country; and

Whereas, A substantial body of evidence indicates that the United States would benefit from increasing the flow of legal immigration; and

Whereas, Freedom of movement is a core element of human freedom and a promise of the American Dream; now, therefore, be it

Resolved by the House of Representatives, That we urge Congress and the President of the United States to immediately secure the border and put a stop to illegal immigration; and be it further

Resolved, That the sentiment of the House is that legal immigration is too hard and illegal immigration is too easy; and be it further

Resolved, That immigration caps should be eliminated and legal immigration should be fostered, so long as immigrants pass a background check and the government provides no taxpayer-funded assistance; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Government Operations.

A bill to amend 1953 PA 181, entitled “An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the powers and duties of county medical examiners; to prescribe penalties for violations of the provisions of this act; and to prescribe a referendum thereon,” by amending sections 2 and 3 (MCL 52.202 and 52.203), as amended by 2012 PA 171.
