We give thanks to You, loving God, for the gift of life. We gather before You today as representatives of our communities throughout Michigan, Seeking Your wisdom and Your guidance in all of our deliberations.
We ask for Your Holy Spirit to enlighten our hearts and our minds. We ask for eyes that are free from blindness. So that we might see each other as brothers and sisters, One and equal in dignity, Especially those who are victims of abuse and violence, deceit and poverty. We ask for ears that will hear the cries of the unborn and those abandoned, Men and women oppressed because of race, creed, or religion.
Lord, grant us the courage to uphold truth and the strength to act with compassion. May Your grace inspire us to build bridges of understanding and to foster a spirit of unity amongst diversity.
Lord, we ask that You bless and protect our country and the great state of Michigan.

A resolution to declare June 27, 2024, as Public Employee Freedom Day in the state of Michigan.
Whereas, The Supreme Court of the United States issued its landmark decision in JANUS v. AFSCME on June 27, 2018, affirming the constitutional rights of public sector employees regarding union membership and dues; and
Whereas, The principles of free speech and freedom of association guaranteed by the First Amendment ensure that public sector employees have the right to make decisions that are in their best interest; and
Whereas, Freedom in decision making empowers public sector workers by granting them the ability to make individual choices regarding their representation, fostering a climate of transparency and accountability within public sector unions; and
Whereas, Safeguarding employee choices in representation protects jobs and has contributed to a more equitable workplace environment by safeguarding the rights of dissenting employees and protecting their freedom from compelled political speech; and
Whereas, Michigan had the foresight to ensure workplace freedom for public sector employees six years before the JANUS decision, further demonstrating Michigan’s unwavering dedication to the principles of fairness and competition in employment; and
Whereas, The principles articulated in the JANUS decision continue to resonate as a cornerstone of constitutional jurisprudence, serving as a bulwark against coercion and ensuring the protection of individual liberties; and
Whereas, June 27th marks the sixth anniversary of the JANUS court decision as it continues to have a profound impact on safeguarding the constitutional rights of public sector employees across the United States; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare June 27, 2024, as Public Employee Freedom Day in the state of Michigan.

“An act to revise, consolidate, and codify the laws relating to probationers and probation officers, to pardons, reprieves, commutations, and paroles, to the administration of correctional institutions, correctional farms, and probation recovery camps, to prisoner labor and correctional industries, and to the supervision and inspection of local jails and houses of correction; to provide for the siting of correctional facilities; to create a state department of corrections, and to prescribe its powers and duties; to provide for the transfer to and vesting in said department of powers and duties vested by law in certain other state boards, commissions, and officers, and to abolish certain boards, commissions, and offices the powers and duties of which are transferred by this act; to allow for the operation of certain facilities by private entities; to prescribe the powers and duties of certain other state departments and agencies; to provide for the creation of a local lockup advisory board; to provide for a lifetime electronic monitoring program; to prescribe penalties for the violation of the provisions of this act; to make certain appropriations; to repeal certain parts of this act on specific dates; and to repeal all acts and parts of acts inconsistent with the provisions of this act,”

Rep. Smit, having reserved the right to explain her protest against the passage of House Bill No. 5803, made the following statement:
“Mr. Speaker and members of the House:
I won’t support a plan that allows the governor to gamble with the teacher pension system. Michigan’s public school teachers’ retirement fund, commonly known as MPSERS, is currently underfunded by more than $34 billion. This plan would take away more than $600 million from MPSERS to bankroll more unnecessary government spending. We aren’t going to attract or keep our hardworking teachers by playing around with retirement benefits that were promised to them. By voting no, I’m standing up for Michigan taxpayers, our teachers, and their hard-earned benefits.”
