“Good morning, colleagues. As we gather in this chamber, let us take a moment to center ourselves and reflect on the profound responsibility entrusted to each of us.

We are here not for our own ambitions but to serve the people who have placed their faith in us. Their hopes, struggles, and dreams are the true purpose of our work. May we approach today with humility, integrity, and a shared commitment to the common good.

To that end, I would like to offer the following words of Lyn Cox, as a call to ground us in our purpose and shared duty:

Spirit of Life,

Who draws us together in a web of holy relationships,

Make Your presence known with us and in us and among us. Remind us that we are not alone in history,

Ignite us with the courage of the living tradition. Remind us that we are not alone in entering the future, Anchor us with patience and perseverance.

A bill to amend 1933 PA 167, entitled “An act to provide for the raising of additional public revenue by prescribing certain specific taxes, fees, and charges to be paid to the state for the privilege of engaging in

  1. Amend page 4, following line 13, by inserting:

    (d) During the first 4 weeks immediately following the initial declaration of a public health emergency involving an epidemic under section 2253.

    1. For 2 consecutive hours immediately following the end of a registered professional nurse’s regularly scheduled shift if all of the following are met:

      1. The nurse cannot be relieved due to the unexpected absence of the oncoming registered professional nurse intended to relieve the registered professional nurse.

      2. The unexpected absence described in subparagraph (i) was discovered at or within 1 hour before the commencement of the oncoming scheduled shift.

      3. The unexpected absence described in subparagraph (i) could not have been prudently planned for by the hospital and it could significantly impact patient safety.”.

  2. Amend page 5, line 17, after “include” by inserting “a public health emergency described in subsection (3)(d) or”.

  3. Amend page 5, line 25, after “effect” by striking out the balance of the enacting section and inserting “on July 1, 2025.”.
