PTAC; UPDATE TO APEX ACCELERATOR S.B. 481:
ANALYSIS AS PASSED BY THE SENATE
Senate Bill 481 (as passed by the Senate)
Sponsor: Senator Veronica Klinefelt
Committee: Economic and Community Development
RATIONALE
Generally, procurement technical assistance centers (PTACs) provide small businesses with no-cost advising on all aspects of government contracting, including selling to Federal, state, and local governments and fulfilling contracts. The United States Department of Defense (DoD) partially funds PTACs. In December 2022, the DoD and the Small Business Administration signed a memorandum of understanding that, among other things, changed the name of PTACs to APEX Accelerators.[1] Accordingly, it has been suggested that Michigan law be updated to include the new name.
CONTENT
The bill would amend Public Act (PA) 317 of 2006, which establishes certain entities in the Michigan Strategic Fund, including the Michigan Defense Center, to update references to PTACs to APEX Accelerators.
ARGUMENTS
(Please note: The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency. The Senate Fiscal Agency neither supports nor opposes legislation.)
Supporting Argument
The bill would update the language in PA 317 to align with the Federal name change. Standardizing the name would reduce potential confusion, allowing more businesses to take advantage of the 11 Apex Accelerators serving Michigan.[2]
