SUMMARY OF BILL
REPORTED FROM COMMITTEE
House Bill 4519 (as reported without amendment)
Sponsor: Representative Helena Scott
House Committee: Government Operations
Senate Committee: Regulatory Affairs
CONTENT
The bill would declare May 2 of each year as "Negro Leagues Day".
BRIEF RATIONALE
In 1867 the National Association of Amateur Baseball Players began rejecting African American membership, and in 1876, owners of the National League adopted a "color line", which was a "gentlemen's agreement" barring Black Americans from professional baseball until 1947. In the 1920s and 1930s, the Negro National League, the Eastern Colored League, and the Negro American League were founded. According to testimony, the Negro Leagues are an important part of American history and should be remembered on May 2, which is the anniversary of the first Negro National League game played.
