BARBERSHOP H.B. 4647:

SUMMARY OF HOUSE-PASSED BILL

IN COMMITTEE

House Bill 4647 (as passed by the House)

Sponsor: Representative Abraham Aiyash

House Committee: Regulatory Reform

Senate Committee: Regulatory Affairs

Date Completed: 5-22-24

CONTENT

The bill would amend the Occupational Code to require the Department of Licensing and Regulatory Affairs (LARA) to inspect barbershops and barber colleges regularly, instead of once a year for barbershops and twice a year for barber colleges.

Under the Code, following the initial inspection to open a barbershop or barber college, each barbershop must be inspected at least once a year and each barber college must be inspected at least twice a year. A member of the Board of Barber Examiners or a representative from LARA must be allowed to enter the premises during regular business hours to inspect and determine that the barbershop or barber college meets the requirements and rules of the Code.

Instead, under the bill, after the initial inspection required to open a barbershop or barber college, LARA would have to regularly inspect each barbershop and each barber college.

FISCAL IMPACT

The bill would have no fiscal impact on State or local government.
